ACTION REQUESTED:
Approve/not approve the following motion:
AUTHORIZE CITY MANAGER TO ENTER AN AGREEMENT WITH WASHINGTON STATE CORRECTIONAL INDUSTRIES TO PROVIDE
SPRINGFIELD MUNICIPAL JAIL INMATE MEAL SERVICES
ISSUE STATEMENT:
Washington State Corrections Industries is the current provider of inmate meal
services to the Springfield Municipal Jail. The current contract is expiring, and the
City wishes to renew an IGA for ongoing services.

DISCUSSION/ FINANCIAL IMPACT:
The City of Springfield first awarded the Municipal Jail Meal Services contract to Washington State Correctional Industries (CI) in 2009 after an RFP process and renewed the Intergovernmental Agreement last year. The City now wishes to
renew the IGA with CI, which is allowable under Oregon law because CI is a governmental agency. CI has been a great business partner, and brings extensive
experience in the correctional environment and in particular in providing inmate
meal service. CI has a registered dietician on staff and will certify the City of Springfield menu to be compliant with all federal, state, and local nutritional and
caloric count requirements.
The agreement referenced herein includes a provision to renegotiate and amend
annually, to extend the term for not more than four successive one year periods, upon mutual agreement of the parties. If extended, City shall consider the requirements of SMC 2.708(3) and each extension shall not be effective until
reviewed and approved by the Springfield Common Council. Pricing for this contract renewal is outlined in Attachment 1, the WA State
Correction Industries Contract. Last year’s costs were $5.42 per inmate per day, or $197,830 if the jail were at full capacity every day. The new contract is based off
of Consumer Price Index (CPI) increases in the cost of food in the Portland area of
1.1%, and offers a 4% discount off list prices. Total meal costs per inmate per day will be $5.62, for a maximum cost of $205,130.
