MINUTES OF THE WORK SESSION
OF THE SPRINGFIELD CITY COUNCIL
HELD ON MONDAY, OCTOBER 1,2001
The Springfield City Council met in work session at Springfield City Hall, 225 Fifth Street,
Springfield, Jesse Maine Meeting Room, on Monday, October 1,2001, at 6:45 p.m., with Mayor
Leiken presiding. '
ATTENDANCE
Present were Mayor Leiken, Councilors Ballew, Fitch, Hatfield, Lundberg, and Simmons.
Councilor Ralston was absent (excused). Also present were Assistant City Manager Gino
Grimaldi, City Attorney Tim Harold, City Attorney Meg Kieran, City Recorder Kim Krebs, and
members of staff.
1. Review Lane County HB 2142 Priorities.
Traffic Manager Nick Amis was present for the staff report. He said in the work session last
week council directed staffto return with the Lane County HB 2142 blended metro and rural city
list of priorities. He said the purpose of this work session is to review the list, and to designate a
representative from Springfield to attend the Lane County Board of Commissioners hearing on
October 3rd.
Mr. Arnis responded to questions regarding the Draft Blended metro and rural priority list.

The council discussed the different strategies related to priority funding.
After further discussion council consensus was to have Councilor Hatfield attend the Lane
County Board of Commissioners hearing on October 3rd.
2. A Resolution Regarding the Protection ofPeoole of Diverse Cultures and Background and
Calling for vigorous Investigation and Prosecution of Crimes of Hate and Bias.
Mayor Leiken said since the events of September II th, many issues have surfaced regarding the
protection of people of diverse cultures and background. He said he and Councilor Lundberg met
with representatives from the NAACP regarding some recent issues that have happened locally to
a woman who wishes to remain unnamed, and a student at Agnes Stewart Middle School. He
said based on these events, he, Councilor Lundberg, and Councilor Hatfield felt compelled to
request that a resolution be drafted. He said Councilor Hatfield will read the resolution. He said
it is time that the city come out and make a public statement to essentially say that we will not
tolerate behavior such as crimes of hate and bias.
Councilor Hatfield said we are a very diverse community and continue to increase that diverse
population. He said these discussions have been ongoing for the past couple of weeks. He said
with the assistance of Kevin Ko, a resolution was drafted, it was then reviewed by the City
Attorney. He said the resolution essentially accomplishes three things:

· It directs the Police Department to vigorously investigate such crimes of hate and bias;
· It asks the District Attorney and Prosecuting Attorney's to vigorously prosecute such
crimes. He said we cannot direct them to do that, but we can ask them to do so;
· Our community's livability literally depends on how well we get along with each other.

Councilor Hatfield said in paraphrasing the President "if we are going to fight to defend our
values, the least we can do is begin living by them". He said number one on that list is tolerance
of each other.
Councilor Hatfield said if the council agrees, he plans on reading the resolution under Business
from the City Council in the regular meeting later in the evening, and request that the council vote
to adopt the resolution.
Council consensus, no objection.
3. Youth Access Ordinance.
Councilor Hatfield said the public hearing and first reading would be held tonight related to the
Youth Access Ordinance. He said council would then have a work session discussion on October
8th with staff to determine if there are any changes or modifications that need to be made prior to
the adoption of the ordinance.
