HomeMy WebLinkAbout04/09/2001 Work Session ". . . 'I ..I. MINUTES OF THE WORK SESSION OF THE SPRINGFIELD CITY COUNCIL HELD ON MONDAY, APRIL 9, 2001. The Springfield City Council met in Work Session at Springfield CityHall, Jesse Maine Meeting Room, 225 Fifth Street, Springfield, at 5:32 p.m., with Mayor Leiken presiding. ATTENDANCE Present were Mayor Leiken, Councilors Ballew, Fitch, Hatfield, Lundberg, Ralston and Simmons. Also present were City Manager Mike Kelly, City Recorder Kim Krebs, Planning Supervisor Mel Oberst, and Police Chief Jerry Smith. Guests: Commissioner Bill Carpenter, Chair ofthe Planning Commission, and Commissioner Jim Burford. Planning Commission Interviews Planning Supervisor Mel Oberst was present for the staff report on this issue. Mr. Oberst explained the process for the evening, and assisted Mayor and Council with the specific questions that would be asked of each candidate. 1. The council interviewed Thomas Jones. Mr. Jones said he isn't really sure about the legislative or judicial question from Councilor Hatfield, and asked for clarification. Councilor Hatfield provided an explanation regarding the difference between legislative and quasi-judicial. 2. The council interviewed James McLaughlin. Mr. Mclaughlin asked when council would be making a decision and notifying the successful candidates. Mayor Leiken said deliberations would be held after the interviews this evening, and would be brought before the council to appoint and ratify the appointment at the City Council meeting scheduled for April 16, 2001. 3. The council interviewed Michael McIlrath. Mr. McIlrath had no question of the council. 4. The council interviewed Marylyn Phillips. At the conclusion of the interview Ms. Phillips said she would truly like to be on the Planning Commission, and would make the time available and make the commitment necessary to fulfill her role and responsibility to the Commission. 5. The council interviewed Jeanette Ellison. Ms. Ellison had no question of the council. ~. . . .- Springfield City Council Work Session - April 9, 2001 Page - 2 6. The council interviewed Jerry Ritter. Mr. Ritter said he did not have any questions of council, however he informed them that he has applied in the past and looked forward to serving on the Commission if chosen. 7. The council interviewed Alisa Carrillo. Ms. Carrillo asked when council would be making a decision. Councilor Fitch said the council would be making the appointment and ratification on Monday, April 16, 2001. 8. The council interviewed David Marra. Mr. Marra had no questions of council. 9. The council interviewed Lee Beyer. Mr. Beyer said he would enjoy the opportunity to serve the City of Springfield again, and appreciates all the hard work the mayor and council devote. Council had a discussion regarding the nine interviews and the strengths and weaknesses of each applicant. There was a discussion about the time commitment Mr. Beyer would be able to give because of his legislative responsibilities. Mayor Leiken said he understood Mr. Beyer's legislative session would be completed probably by June 2001, and maybe sooner. Councilor Fitch said the candidates were all worthy and said she was pleased to see such a large pool of applicants. She suggested each of them be considered for future roles on a Citizen's Advisory Committee. After further discussion council consensus was to appoint Lee Beyer to fill the vacant position immediately upon council ratification to bring the Planning Commission roster to a full seven members, and to appoint Marylyn Phillips to the position that Jeff Cole will vacate effective May 6,2001, upon ratification of council.
