MINUTES OF THE WORK SESSION
OF TirE SPRINGFIELD CITY COUNCIL
HELD ON MONDAY, MARCH 19, 2001.
The Springfield City Council met in Work Session at Springfield City Hall, Jesse Maine Meeting
Room, 225 Fifth Street, Springfield, at 6:02 p.m., with Councilor Tammy Fitch presiding.
ATTENDANCE
Present were Councilors Fitch, Lundberg, Ralston and Simmons. Also present were, City
Manager Mike Kelly, Public Works Director Dan Brown, Development Services Director
Cynthia Pappas, Finance Director, Bob Duey, City Attorney Joe Leahy, Police Chief Jerry Smith,
City Recorder Kim Krebs, City Engineer City Engineer Al Peroutka, Technical Services Manager
Len Goodwin, Traffic Manager Nick Arnis, Traffic Enginner in Training Kristie Mayes, and
members of staff.
Absent (Excused) Mayor Leiken, Councilors Hatfield and Ballew.
1. Bid Award for Project P20151: Roundabout at 58th Street and Thurston Road.

Traffic Manager Nick Arnis and Traffic Engineer in Training Kristie Mayes were present for the
staff report, Ms. Mayes reminded council this item had brought to Council at their February 29th
Work Session. She said the purpose of this work session was to provide council with information
as it relates to the Roundabout at 58th Street and Thurston Road. She said this item is scheduled
for the Regular Meeting later in the evening, and wanted to answer any questions council may
have prior to that. She said staff recommends the concrete for many reasons, and highlighted
those reasons. She further clarified information provided in the Council Briefing Memorandum
(CBM) and said the paperwork states that we are over budget, but in fact we are not. She
outlined the amounts, and indicated the cost is less, and that construction was scheduled to begin
on June 19th, 2001.
Councilor Simmons said there will be significant curb bumping in some areas, and wondered
whether the possibility of the curb maybe being fractured is questioned. It might be helpful to
have more swing space. He asked ifre-routing would be done during the construction process,
Ms. Mayes said there may be some closure at the intersection, and provided information on
suggested route alternatives during.
2. Pioneer Parkway Extension (PPE) Northern Link.
Traffic Manager Nick Arnis was present for the staff report. He said the purpose of the work
session was to seek further direction from council, and obtain approval for staff to develop
alternative analysis and public involvement for a northern link to the PPE.

He said on February 21, 2001, staff presented the council adopted PPE alignment to the Lane
County Board of Commissioners for their approval. The Gateway Refinement Plan requires
board approval. The Board requests the City Council to investigate and possibly amend the PPE
alignment to include a northern link before the Board will approve the alignment. Location of the
link is between Game Farm Road South (west) and Baldy View Drive (east) and connects to
Deadmond Ferry Road (north). The County Board requested the link to mitigate traffic impacts
at the Patrician Mobile Home Park driveway and to provide better connectivity to the Special
City of Springfield

Light Industrial Area. Properties, which would be impacted by the link, are single-family homes
typically on large rural type parcels. City staff has not yet notified property owners about the
proposed link.
Mr. Arnis said if council authorizes, staffwill conduct a technical and public process to assess
and determine the possibility for this north link. Cost, natural and social constraints, and
connectivity are the technical criteria to evaluate the alternatives. A public process would include
a neighborhood workshop meeting with the Game Farm Neighbors, property owners, and Lane
County staff and Commissioner Dwyer, and then City Council hearing and adoption. He said
subsequent council action would be forwarded to the Board for its approval. He further stated
after the above activities staff would bring the information back to council by May 16th, 2001.
Councilor Ralston asked what would happen to Game Farm Road, once PPE is built. Mr. Arnis
provided an explanation, and said it would still continue through connecting to a neighborhood'
road.
Public Works Director Dan Brown said he is unsure what type of traffic control will be used, but
will be developed with the help of the county.
Councilor Simmons urged staff to "think out ofthe box", and look at the big picture in order to
develop a good flow and traffic pattern in light of the new growth with Symantec and the
additional growth that will be developed in the future in addition to the possibility ofBRT.

Councilor Lundberg said this is a critical link, and wants to ensure a good flow of traffic, and
hopes the flow of traffic will not have to go too far east.
After discussion council consensus to allow staff to develop alternative analysis and public
involvement for a northern link to the PPE, and to bring to item back to them in May 2001 for
further update and review.
