Appoint Bruce Berg to the Historic Commission to serve the unexpired portion of Paula Guthrie’s term, which expires May 1, 2015. ISSUE STATEMENT: The Springfield Historic Commission has one vacancy as a result of Kip Amend’s first term expiring and one vacancy as a result of Paula Guthrie’s resignation. It is necessary to fill the vacancies at this time. ATTACHMENTS: Attachment 1 – Candidate Applications Attachment 2 – Current Historic Commissioner Profiles DISCUSSION/ FINANCIAL IMPACT: The City received three applications for the two vacancies. The Council interviewed Kip Amend, Bruce Berg, and Emily Scherrer at the October 13, 2014 Work Session. At the Work Session, the Council favored appointing Emily Scherrer to fill Commissioner Amend’s vacancy and Bruce Berg to fill Commissioner Guthrie’s vacancy. Appointments to the Historic Commission must be confirmed during a Regular Session. I am a current historic preservation graduate student at the University of Oregon. My area of study is focused on Pacific Northwest heritage, industrial and maritime history and cultural landscapes and interpretation. As a graduate student I am well practiced in conducting independent scholarly research, historical interpretation and evaluation, and am confident in my ability to quickly learn and interpret historic and technical data. Briefly describe your involvement in relevant community groups and activities. ! -I am the editor-in-chief of the Associated Students for Historic Preservation's annual journal, ASHP. This is the annual publication for the University of Oregon’s historic preservation graduate program. I independently select and implement article submissions and manage all formatting, design and layout as well as printing, cost and distribution. -In the summer of 2013 I participated in the Pacific Northwest Preservation Field School held at Ebey’s Landing National Historical Reserve, WA. I helped restore the historic Comstock barn. Our team repaired original windows, interior joists, exterior door and restored the roof with new cedar shakes. ! 4. What community topics concern you that relate to this board / commission / committee? Why do you want to become a member? ! Springfield has a unique history as a logging and mill town, one that is emblematic of the Pacific Northwest and has evolved independently of Eugene. While the city is growing and in the beginning stages of gentrification, I am concerned historic resources will be compromised in the wake of strip malls and suburbs. As a preservationist focused on industrial history, I am interested in community development through adaptive reuse of historic structures such as Main Street development and preservation of the historic industrial fabric of the city. As a resident of the Washburne Historic District I am excited at working for the historic maintenance of this great place and the rich history it possesses. I want to become a member of the committee both for the preservation of Springfield and to learn professional practices of historic preservation. I view this as a great opportunity to implement my graduate studies within my own place of residence, a place I care deeply about. ! 5. (Not having the qualifications associated with a field related to historic preservation will not necessarily disqualify you from consideration.) ! I am best qualified as a Historic Preservationist. I will be receiving my masters of science in historic preservation from the University of Oregon in June, 2015. I have a bachelors of arts in art history and a minor in anthropology from Western Washington University. ! 3. Why do you think historic preservation is important for a city like Springfield? ! Like many Northwest towns based on resource extraction, Springfield is battling for its prosperity and character in the midst of economic decline and transitioning trades. Cities and towns such as Springfield are intrinsic in telling the complete story of the Pacific Northwest and are in the greatest danger of extinction. I believe the city of Springfield is in the process of community development and is fostering a stronger sense of place and community. This in turn provides a healthier and prosperous city. Such endeavors are evident within the Washburne Historic District, Friday Market, Dorris Ranch and Main Street. Historic preservation is important for the city in order to retain regional and historic character and promote adaptive reuse. Fortunately, the majority of Springfield’s historic buildings are still intact and reusing these resources are incremental for economic prosperity while providing authenticity of place. Preserving Springfield’s historic locales promotes economic development, tourism and reinforces its sense of place and Attachment 1, Page 7 of 10 community pride. Furthermore, reusing and protecting historic places aids in public education, cultural heritage and encourages community stewardship toward maintaining Springfield’s cultural resources. 4. What do you think the purpose of the Historic Commission is in Springfield? ! The purpose of the Historic Commission in Springfield is to protect the city’s historic resources, promote community stewardship and awareness of its cultural resources and act as an overseer of proposed changes within historic locales. The Commission provides necessary guidance to all preservation taking place around Springfield and is charged with defending and safeguarding Springfield’s historic built environment for the education and enjoyment of its citizens. ! 5. How would you address a situation in which a citizen’s development or restoration plans are in conflict with the city’s historic preservation policies and regulations? ! I would address this situation by making a compromise with the citizen while maintaining the city’s historic regulations and ordinance. This can be achieved by explaining why the policies and regulations are in place and what the guiding purpose is. I’d work with the citizen in conveying why historic preservation matters, and how they can achieve their proposal with the least amount of historic degradation as possible. ! 6. How can the Historic Commission foster citizen awareness of historic preservation? ! The Historic Commission can foster citizen awareness by expanding programs already in place, such as Main Street enhancement and historic parks. By promoting these resources, the commission can educate the public on preservation measures taking place within the city and the immense opportunities preservation can provide. Awareness can be fostered through adaptive reuse and targeting emerging and active audiences such as historic park or pub crawls, community work parties and fundraisers. As a student, I can bring a young, progressive and passionate approach to preservation, and work my hardest to promote preservation as an attainable and prosperous goal for the citizens of Springfield. ! 7. She has a Bachelor’s degree in Interior Design and a Master’s degree in Historic Preservation. Kerry formerly provided staff support to the Evanston, WY Historic Commission. Kerry is currently completing her second term, which expires on November 18, 2016. Kuri Gill Kuri is a Springfield resident and works as the Historic Cemeteries Program Coordinator and the Certified Local Governments Coordinator for the State Historic Preservation Office. She has a Bachelor’s degree in Art History and a Master’s degree in Museum Studies. Kuri has worked as a curator for several museums and is an active volunteer for the Mission Mill Museum and the Lane County Cultural Coalition. Kuri is currently serving her second term on the Historic Commission, which expires in October 2, 2015. Dannie Helm – Vice Chair Dannie is a Springfield resident who lives in the Washburne Historic District. She has a Bachelor’s degree in History. She currently manages the Law Library at the University of Oregon. Past experience includes being the Executive Director of the St. Augustine, Florida Historical Society, Senior Archivist with the University of Central Florida Libraries, and Curator of the Maitland, Florida Historical Society and Museums. Dannie is currently serving her first term on the Commission, which expires on October 2, 2015. Tim Hilton – Chair Tim is a Springfield resident who lives just outside the Washburne Historic District. He has a Bachelor’s and a Master’s degree in Architecture. Tim has worked as a professional architect since the 1980s and served as an adjunct professor at the University of Oregon in 2005. Tim is currently serving his first term on the Commission, which expires on May 1, 2015. Vincent Martorello Vincent is a Springfield resident and works as the Planning and Development Manager for Willamalane Park and Recreation District. He has Master’s degrees in Landscape Architecture and Urban Planning. Vincent has previously worked as a planner with Satre Associates and as the Director of Facilities Services at Oregon State University.
