MORTAR REPAIR.
ACTION REQUESTED: Adopt or reject the following resolution:
A RESOLUTION TO ACCEPT CITY PROJECT P21071; SPRINGFIELD MUSEUM BRICK AND MORTAR REPAIR.
ISSUE
STATEMENT:
The work on this project has been completed by D & R Masonry Restoration, Inc.,
and final inspection, paperwork and approval has been completed by City Staff and the State Historic Preservation Office. The Project is now ready for City Council to
formally accept the work.

DISCUSSION/
FINANCIAL IMPACT:
This project was for the rehabilitation of the brick and mortar of the Springfield
Museum. Work included cleaning, surface preparation and the removal and replacement of defective brick and mortar. The replacement was necessitated by
years of water infiltration and inherent freeze-thaw damage. These repairs will
extend the structural life of this historic building by reducing future water infiltration and its damaging effects. All work was done in a manner consistent
with preserving the historic integrity of the building and in accordance with the
State’s Historic Preservation Office construction standards.
Funding for this project came from both City funds and a Preserving Oregon Grant received from the State of Oregon’s Historic Preservation Office. These grant funds paid for $20,000 of the project while the remaining $54,151.85 necessary to
complete the project was funded from the City’s Internal Building Preservation Account 420-73880-810050.
All work done under this contract has been completed and inspected by the City Engineer and found to be satisfactory.

Acceptance
WHEREAS, work on the improvement described below has been fully completed and
has been duly inspected by the City Engineer of the City of Springfield:
P21071; SPRINGFIELD MUSEUM BRICK AND MORTAR REPAIR, and WHEREAS, said work was found to be in conformance with the terms of the contract
now on file in the City Recorder’s office; and,
WHEREAS, it is the recommendation of the City Engineer that this improvement project be accepted and permanently included in the improvement maintenance program of the City of Springfield.
NOW THEREFORE BE IT RESOLVED as follows:
1) The Common Council of the City of Springfield does hereby accept for future maintenance the above-described project and accepts said improvement from the
contractor involved.
2) This resolution shall take effect upon adoption by the Council and approval by the Mayor.
Adopted by the Common Council of the City of Springfield, Oregon, this 20th day of
October, 2014.
