HomeMy WebLinkAboutItem 02 Springfield Upbeat2014 HOUSING AMERICA MONTH PROCLAMATION WHEREAS, for more than 70 years it has been the policy of this nation, under the US Housing Act to promote the general welfare of the nation by employing its funds and credit to assist the several states and their political subdivisions to remedy the unsafe and unsanitary housing conditions and the acute shortage of decent, safe and sanitary dwellings for families of lower income; WHEREAS, according to the State of the Nation’s Housing report, nearly 41 million households now pay more than half of their income for housing, with more than four out of five with incomes below $15,000 paying more than 30 percent for housing; WHEREAS, according to current estimates, on any given night, there are nearly 650,000 homeless nationwide and up to 3.5 million persons who experience homelessness at some point throughout the year; WHEREAS, according to the National Low-Income Housing Coalition’s 2014 Out of Reach report, in no state can a full-time minimum wage earner afford either a one- or two-bedroom rental unit at Fair Market Rate; WHEREAS, according to the National Housing Conference, health care workers and many other working professionals are priced out of homeownership in the majority of U.S. metropolitan areas nationwide; WHEREAS, public housing is home to more than 2.3 million people, 37 percent of whom are children, and faces an estimated more than $26 billion backlog in capital repairs; WHEREAS, the National Association of Housing and Redevelopment Officials; American Federation of State, County and Municipal Employees; Council of Large Public Housing Authorities; Enterprise Community Partners; Habitat for Humanity International, Housing Assistance Council; Local Initiatives Support Corporation; Manufactured Housing Institute; Mortgage Bankers Association; National Association of Counties; National Affordable Housing Management Association; National Association of Home Builders; National Association of Realtors; National Council of State Housing Agencies; National Housing Conference; National Housing Trust; National League of Cities; National Leased Housing Association; National Low-Income Housing Coalition; Public Housing Authorities Directors Association; and U.S. Conference of Mayors are united in an effort to raise public awareness of the importance of affordable housing and community development programs and resources; WHEREAS, the aforementioned groups have declared October Housing America Month, part of a year-long, national campaign to inform the public and decision makers of the critical need to address the nation’s housing and community development concerns; NOW THEREFORE, I, Christine L. Lundberg, Mayor of the City of Springfield, Oregon do hereby proclaim October 2014 as “HOUSING AMERICA MONTH” in Springfield, Oregon and encourage all citizens to commit themselves to meeting the affordable housing and community development needs of the community. ____________________________ Christine L. Lundberg, Mayor October 20, 2014 Extra Mile Day Proclamation November 1, 2014 WHEREAS, Springfield, Oregon is a community which acknowledges that a special vibrancy exists within the entire community when its individual citizens collectively “go the extra mile” in personal effort, volunteerism, and service; and WHEREAS, Springfield, Oregon is a community which encourages its citizens to maximize their personal contribution to the community by giving of themselves wholeheartedly and with total effort, commitment, and conviction to their individual ambitions, family, friends, and community; and WHEREAS, Springfield, Oregon is a community which chooses to shine a light on and celebrate individuals and organizations within its community who “go the extra mile” in order to make a difference and lift up fellow members of their community; and WHEREAS, Springfield, Oregon acknowledges the mission of the Extra Mile America Foundation to create 500 Extra Mile cities in America and is proud to support “Extra Mile Day” on November 1, 2014. NOW THEREFORE, I, Christine L. Lundberg, Mayor of Springfield, Oregon, do hereby proclaim November 1, 2014 to be Extra Mile Day. EMPLOYEE RECOGNITION - COUNCIL PRESENTATION in October, 2014 Training Officer Kevin Sundholm Personnel data, promotions, transfers, career highlights, training and accomplishments Hire Date, position of Firefighter: September 7, 1994 Promotions: Training Officer August 20, 2002 Re-class Approved to Firefighter Position January 1, 2004 Training Officer (again and still) September 28, 2008 Noteworthy Accomplishments: ♦ Completed requirements for Paramedic Certification November, 1994. ♦ Obtained training and skills to become a member of the Water Rescue Team. ♦ Along with other Springfield Fire & Life Safety personnel, received Commendation for Excellent EMS from Oregon Health Division in 1998 for outstanding delivery of pre-hospital care in unusual or demanding circumstances – Thurston High School shooting incident May 21, 1998. ♦ Received a Class Two Commendation* on January 20, 2011 for his dedication and knowledge with several IT Projects related to the merger at the annual Department Awards Ceremony ♦ Received a Class Two Commendation* on January 31, 2013 along with members of the CTC Installation Team for his notable teamwork in the development and installation of the CTC (Command Training Center) at the annual Department Awards Ceremony ♦ Developed, implemented, and support of the Scheduler database program. This program allowed the Department to transition to electronic scheduling and hiring. ♦ Implemented the ePCR electronic patient care reporting system. ♦ Assisted in the selection, implementation, and support of the FireHouse record management system. This is used to document all the Department incident responses and training. ♦ Participated in the selection and rollout of the new Dispatch CAD system. ♦ Department lead for vehicle MCTs. ♦ Created online training videos for crews to complete classes in their stations. ♦ Kevin has played a major part in switching the department from paper to the computer era. ♦ Kevin has taken on numerous smaller projects and assignments in addition to his daily work. His initiative and diligence are greatly appreciated.   Springfield Upbeat October 20, 2014 Employee Recognition: Jeff Paschall, 10 Years Personnel data, promotions, career highlights, and significant accomplishments: • Jeff started out as a project engineer working on Capital Projects under Don Branch. • He was subsequently promoted to supervise the Capital Project Section of the engineering division • He is now a Managing Civil Engineer and supervises the City’s Capital Program and certain staff in the Comprehensive Planning Program within the Community Development Division. How has the Department changed over the employee’s career? • Jeff has been a part of significant Department changes in the past 10 years. During that time he has worked under three Directors and several managers, been a part of the merger of Transportation and Engineering into the now retired Engineering and Transportation Division, and worked through the Departmental mergers of Development Services and Public Works which resulted, in part, in the new Community Development Division of which he is a valued section supervisor. How has the employee grown in their position and their career? • Jeff is an extremely capable and even tempered employee who has grown steadily over his 10 years with the City. • For multiple years he has been the organization’s “owner” of the CIP, which means his job is to both plan out and produce the 5 year CIP, manage the capital financial plans in in the various infrastructure systems (transportation, waste water, storm water, buildings and facilities), and then insure that funded projects are developed and delivered in a timely, cost effective and legally sufficient manner through the contractor bidding process. • Jeff is also a member of the DPW Customer Service Committee, and this year was appointed to the Lane County Roads Advisory Committee. • He is someone who will go the extra mile and pitch in where needed. We saw this when he personally stepped in to save the Stormwater Demonstration Project as part of Sustainable Cities Year, and more recently when he personally took on development and delivery of this fall’s street crack seal and overlay project. • He has not shied away from tough personnel management issues and is a critical part of the Community Development Division’s push for high performance work groups and teams that exhibit professionalism and excellence. What significant projects or events has the employee been involved in? • Led the overhaul and modernization of the capital projects delivery system for maximum consistency and accountability from project to project • Continuously working with city procurement to find process improvements to meet legal requirements and get the work out in a timely and efficient fashion • Multiple Capital Improvement Programs development and delivery • Gateway/Beltline Phase 1 • P2 Laserfiche Project in partnership with Finance and IT • Budget Preparers Team, including building and managing several rate models for both storm and waste water Positive comments from his co-workers: • “Jeff is a professional, friendly, calm and enjoyable person to work with…” • “Jeff is top notch, an incredibly bright individual who is just very well grounded and professional at all times.” • “(Jeff) has remained a steady and consistent manager of the Capital Projects group.” Personal Information: • He wife Amy is a teacher (Springfield school district) and they have three girls. • He enjoys hunting, gardening and is an avid home brewer who has won local awards for his beers. • He is also a committed mountain biker (just ask him some time to show you the helmet cam video of one of his more intense wipeouts!), and a diehard Washington Husky fan – which is why you can often find him wearing purple on Fridays during football and basketball seasons. • He is a youth sports coach, and recently threatened to cancel Halloween for his daughters due to the soccer game at 8:30 a.m. the following morning. (Just for the record he relented on that one!)
