When I looked into the permit and why it wasn't finaled I found that the electrical work had been inspected and finaled, the mechanical work (vents, ducts etc.) had been inspected and finaled and the plumbing work had all been done and finaled as well. All of these inspections would have been required to give a "building final" and the fact that the permit languished and was never closed out does not mean the project was not complete. I find that enough inspections, appropriate inspections, were completed and indicate to me the project was in fact complete and the absence of a "final" sign off by one of the inspectors is either an over -sight or the result of a contractodhome owner believing they didn't need to call for a final inspection. Since the permit resides in a'computer system no longer used, actually a couple of software systems ago, I will not attempt to alter the existing result of "expired". I will however say that the City of Springfield is not interested in pursuing the matter because in my estimation and authority as Building Official the permit had all required inspections completed for electrical, mechanical and plumbing and appropriate structural inspections to be considered complete. If I could have this as soon as you can this morning I would greatly appreciate it. We are looking for something we can pass along to the appraiser on this file to see if we can get this removed as a "subject to" on the appraisal.
