HomeMy WebLinkAboutResolution 01-49 07/16/2001 . i I I I I A RESOLUTION AUTHORIZING THE CITY MANAGER TO AWARD COl\fPETITIVE BIDS AMOUNTING TO MORE THAN $15,000 DURING THE PERIOD OF AUGpST 1, 2001, TO SEPTEMBER 9, 2001, WHILE THE CITY COUNCIL IS IN RECESS. I I WHEREAS, Chapter 2, Section 2.706, "PURCHASING," of the City of Sptingfield Municipal Code limits the City Manager's authority to make purchases and award contracts to am~unts not more than $15,000, unless the City Council provides additional authorization; and I I WHEREAS, there are capital improvement projects, software integration projec~s, an oral history project, vehicle replacement contracts, a digital call logging equipment contract, and an ~nsurance renewal contract, including: Property and Liability Insurance - Budget $300,000; Geographic Information System (GIS) Integration Software - Budget $40,000; Sanitary Sewer Rehabilitation 2001 Proje9t - Budget $652,700; Cash Management, Land Use, and Building Permit Integration Software - Bu~get $20,000; Oral History Exhibit - Budget $30,000; Vehicle Replacement (2) - Budget $41,250, Police Digital Call Logging System - Budget $30,000 which may exceed $15,000 and which are scheduled for award of contract during the Council's summer recess from; August 1,2001, to September 9,2001; and : WHEREAS, all of these projects are budgeted in the 2001/02 budget and will qe competitively bid and awarded in compliance with all other provisions of the Springfield Municip<l;l Code purchasing requirements; and I WHEREAS, delaying these contract awards and purchases and the agreement approval until the I September 10,2001, Council meeting would waste valuable construction time, increaseithe city's exposure and might raise costs and reduce public service; and ' I I I WHEREAS, there may occur the need to execute other contracts which have [been competitively bid for which funds have been budgeted for which the lowest responsible bid is in excess of $15,000 and I which for reasons of public welfare, safety, and cost effectiveness need to be awarded ~uring the Council's summer recess from August 1,2001, to September 9,2001. ! NOW THEREFORE BE IT RESOLVED, by the Common Council of the Ci~ of Springfield as follows: I I During the City Council recess from August 1, 2001, to September 9, 2001, the City Manager is hereby authorized to award competitive bid contracts for amounts for which the lowest Jesponsible bid is in excess of $15,000, including, but not limited to (A.) those construction, software inte~ration, oral history project, , vehicle replacement contracts, digital call logging equipment, and property and liability insurance renewal contracts enumerated, provided all applicable purchasing requirements bf the Springfield Municipal Code are followed, and B.) other contracts which have been competitively ~id, for which funds have been budgeted and for which the lowest responsible bid is in excess of$15,000 ana which for reasons of public welfare, safety, and cost effectiveness need to be awarded during the Coun6il's summer recess I from, provided all other applicable purchasing requirements in the Springfield Municipal Code are followed.
