RESOLUTION NO. 01-48
A RESOLUTION OF THE CITY OF SPRINGFIELD COMMON COUNCIL AMENDING THE
SYSTEMS DEVELOPMENT CHARGE TRANSPORTATION PROJECT LIST AND AMENDING
THE TRANSPORTATION SYSTEM DEVELOPMENT CHARGE RATE STRUCTURE

WHEREAS, ORS 223.309 establishes the requirement for a list of projects to be used in expending
systems development charge improvement fee revenues which, in turn, establishes the ilist of projects
which meet the criteria of being a Qualified Public Improvement; and,
WHEREAS, the City's current SDC project list was adopted by the City Council priori to the proposal by
Gateway area property owners to provide right-of-way and to support the construction jof Maple Island
, Road from Game Farm Road to International Way as part of the development ofthe road system to serve
development in the Gateway industrial area, and prior to the addition of the northern and westerly
extension of Maple Island Road to Sports Way to the Conceptual Street Map; and, I

WHEREAS, Mapl~ Island R?ad froI? Game Farm Road to International Way .was thei~ubjectof
dISCUSSIOn by the CIty CounCIl at theIr meetmg of March 19,2001, and CouncIl authorIzed staff to enter
into an agreement with Symantec and Sony Corporation to share equall/3 shares of the estimated
$660,000 cost of the road; and
WHEREAS, the City finds that the new roadway enhances the capacity ofthe road sy~tem in the
Gateway industrial area and is an improvement in access for development of many vac,ant parcels within
the industrial area;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Springfield that the
System Development Charge Project List, which is used by the City Manager or the qty Manager's
designee in administering Sections 3.400 through 3.420 of the City Code, is hereby amended to include
the following projects: !

Estimated Cost: $660,000
Time Frame: 1-5 Years
Name: Maple Island Road I
Limits: International Way to Sports Way
Estimated Cost: $1.1 million i
Time Frame: 5-10 Years :
BE IT FURTHER RESOLVED that the System Development Charge rate structure to be used by the
City Manager or the City Manager's designee in administering Section 3.400 through Section 3.420 of
the City Code and calculating the systems development charges for development is hereby amended to
increase the transportation trip rate fee to $88.01 per average weekday vehicle trip end, of which $16.26
of this charge is a reimbursement rate, and $71.75 is an improvement rate.
