Oak St. PRESENT: Larry Olson, representing the County Surveyor; Svend Toftemark, representing the Director of Public Works; Vern Delk, representing the Director of Planning; Stari Rubini, representing the County SanItarian; Jack Boss, Chief Building' Inspector; Cliff Knopf, Department of Health & Sanitation; Jim Shrum, County Surveyor's Office, and Marilyn Stauber, Planning Department. "On the motion of Knopf, seconded by.Toftemark, the subdivision was approved subject to the condition that no portion of a subsurface. sewage disposal system be installed within 50 feet of the easterly line of Lots 1 and 2." Vein Delk s~tated that .the Planning Department had only two comments on the design as submitted: 1. Access to Irving Road should be restricted; and 2. The name of the cul-de-sac to the north of Irving Road should be changed.to ..,."~conform..to the street p.ame selected for the north-south street in the sub- division. . He pointed out that, in the CH2M Sewer Study for the area, two of the alternate systems show an interceptor line in this area. If either of these two systems were to be built, the curved street would pose construction problems that could be eliminated by a straight street. . Stan Rubini (letter of 4/21/71) reported that the Department of Health & Sanitation recommended denial of the subdivision. He explained this is consistent with the policy of that.department in not recommending approval of a new subdivision in that area. Carl Uhrick of Western Engineers expressed surprize at this. position. and indicated that Mr. Stoner had previously indicated he would approve the subdivision. Svend Toftemark repor.ted the Department of Public Works had reviewed all the plans for the subdivision including. the proposed sewer lines and recommended approval. The meeting was called to order by Chairman Olson at 1:30 p.m. The minutes of April 1,.1971 meeting were approved as submitted. MAJOR SUBDIVISIONS - PRELIMINARY APPROVAL Rhodo-View-Dunes - 3rd Addition. Section 24, Two l8S, R l2W , Cliff Knopf reported that his department had not completed their investigation of this subdivision as yet. and requested the matter be postponed. On the motion of Jack Boss, seconded by Knopf, the matter was tabled. Valley Green Estates - 2nd Addition. Section 18 & 19, TWo 19S. R 2W.. Carl Uhrick was present for .the hearing on behalf Df the applicant. Vern Delk explained that this subdivision was originally submitted in 1970 and consideration was tabled at the meeting of November 19, 1970 to permit evaluation of ground water during the.winter. This has been accomplished and the Department of Health and Sanitation (letter of 3/2/71) stated that approval cannot be given to the sub- division. After some discussion, Mr. Stoner stated that perhaps approval.could be given if the subdivision was revised. The matter was tabled to.allow.for further evaluation. Motion carried. Orville Joranger #71-18 Vern Delk explained this minor previously recieved conditional approval June II, 1968, however, the conditions of approval have not been complied with to date. The applicant has submitted this revised Plat, slightly increasing the size of Lot Two. Cliff Knop.f moved, Vern Delk seconded, approval be granted subject to: 1. Dedication of additional right-of-way along Kourt Drive to a width of 30 feet from the centerline. 2.. No building permit be issued for Lot Two~until. the Department of Health and Sanitation has verified. the existing septic tank drainfield has been relocated. Motion carried. Donald Kofoid #71-19 Vern Delk explained this request is for division of. land only to add property to an existing substandard site. The additional land will make the site confirm to present requirements. Vern Delk moved, Cliff Knopf seconded, approval be granted for lot division only. Motion carried. Melvin Kelley # 71-20 Vern Delk stated the request meet the requirements of the Ordinance and recommended approval. Cliff Knopf reported the site inspection has not been completed yet but he does. not anticipate any problems. He therefore, moved, Vern Delk seconded, approval be given subject to a satisfactory report from the Field Sanitarian.
