CITY OF SPRINGFIELD
RESOLUTION NO. 01-41
A RESOLUTION APPROVING CONCEPTUAL LOCATION OF THE LANE TRANSIT
DISTRICT DOWNTOWN SPRINGFIELD TRANSIT STATION
WHEREAS, the Eugene/Springfield Metro Area General Plan Transportation goals state,
"Provide for a more balanced transportation system to give mobility to all segments of the community"
and "Serve the existing and future arrangement of land uses with efficient safe, convenient, and economic
transportation systems for the movement of people and goods;" and
WHEREAS, the Draft Lane Transit District (LTD) Downtown Springfield Station Environmental
Assessment analyzed impacts and mitigation for three final station sites in downtown Springfield that
included Site I; and
WHEREAS, the Springfield Station Steering Committee, consisting of the City Council, L TD
Board, Planning Commission, Chamber of Commerce, business and City residents preferred Site I located
between 4th and 5th Streets along South A; and
WHEREAS, the Federal Transit Authority (FTA) issued a Finding of No Significant Impact
(FONSI) on January 24, 2000 for the Environmental Assessment (EA) submitted December 9, 1999, and
LTD sought and received a Categorical Exclusion to the EA on March 22, 2001 from FTA for Site 1-
West; and
WHEREAS, the Steering Committee, to avoid private property impacts recommended adjusting
the Site I location further west between Pioneer Parkway East and 4th Street along South A, and labeled
this new location Site I-West; and
WHEREAS, the Springfield Station Site I-West must integrate with the proposed Bus Rapid
Transit Phase 1 project in downtown Springfield, and the City is the road jurisdiction and authority for
City streets and traffic operations at the Site I West location; and
WHEREAS, the City Council and LTD met in ajoint work session on May 14,2001 to discuss
Site I-West.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Springfield as
follows:
The City accepts the conceptual location, Site I-West, for the downtown Springfield Transit
Station and will work cooperatively with LTD to implement the station by August 2003.
ADOPTED BY THIS COMMON COUNCIL AND APPROVED BY THF.,MA YOR OF THE
CITY OF SPRINGFIELD ON THE 4 th DAY OF June , 2001.
