CITY OF SPRINGFIELD
RESOLUTION NO. 01-40
A RESOLUTION APPROVING CONCEPTUAL ALINGMENT OF LANE TRANSIT
DISTRICTS BUS RAPID TRANSIT PHASE 1 PROJECT
WHEREAS, the Eugene/Springfield Metro Area General Plan, Plan Elements, Metropolitan
Goals, Transportation, state: Provide for a more balanced transportation system to give mobility to all
segments of the community; and serve the existing and future arrangement of land uses with efficient
safe, convenient, and economic transportation systems for the movement of people and goods; and
WHEREAS, the Draft Lane Transit District (LTD) Bus Rapid Transit (BRT) Environmental
Assessment conceptually defines the BRT route, impacts and mitigation; and
WHEREAS, the City has participated cooperatively with L TD in the BR T Steering Committee
and Technical Advisory Committee to analyze and evaluate BRT Phase 1 and will continue to work
collaboratively with L TD and the community to implement BR T Phase 1 by August 2003; and
WHEREAS, the City and L TD will enter into an agreement about project implementation that
includes but is not limited to BRT project coordination, design review, evaluation and acceptance
according to City standards and policies, and the City will outline project, maintenance responsibilities
and expectations; and
WHEREAS, the City is the road jurisdiction and authority for City streets and traffic operations
along the BRT Phase I corridor; and
WHEREAS, the City will amend L TD/City intergovernmental agreement on reimbursement of
costs for the City engineering services on the BRT project signed on May 26, 1999 to include engineering
services for FY 2001; and
WHEREAS, the City Council and LTD met in ajoint work session on May 14,2001 to resolve
and clarify major concerns about BRT.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Springfield as
follows:
The City accepts the Bus Rapid Transit Phase 1 conceptual alignment and will enter into an
agreement with Lane Transit District about Bus Rapid Transit Phase I project coordination, evaluation
and implementation.

CITY OF SPRINGFIELD ON THE 4th DAY OF June, 2001.
