HomeMy WebLinkAbout07/28/2014 Team SpringfieldTEA Minutes TEAM Springfield Joint Elected Officials Meeting July 28, 2014 The TEAM Springfield Joint Elected Officials met on Monday, July 28, 2014, at 6 p.m., in the Ken Long Room of Willamalane Center, 250 S. 32"d Street, Springfield. Members present included City Manager Gino Grimaldi, Assistant City Manager Jeff Towery, Mayor Christine Lundberg and City Councilors Marilee Woodrow, Sean VanGordon, Dave Ralston and Sheri Moore, and Community Relations Manager Niel Laudati (City of Springfield); Superintendent Hertica Martin, Deputy Superintendent Sue Rieke -Smith, Board President Nancy Bigley and Board members Laurie Adams, Jonathan Light and Al King (SPS); General Manager Jeff Nelson, Board President Virginia Lauritsen and Board members Pat Riggs -Henson and Tom Draggoo (SUB); and Superintendent Bob Keefer, Deputy Superintendent Seve Ghose, Board Vice President Lee Beyer and Board members Anne Ballew and Greg James (Willamalane). Minutes were taken by Rita Grimes (Willamalane). CALL TO ORDER 1. Welcome Willamalane Board Vice President Lee Beyer welcomed the group to Willamalane and asked them to introduce themselves. He reviewed the agenda and introduced City of Springfield Community Relations Manager Niel Laudati. 2. Team Springfield Public Information Officers Updates Mr. Laudati distributed a TEAM Springfield marketing plan which he said was based on previous meetings with the Chief Administrative Officers (CAOs) and the Chief Elected Officers (CEOs). He noted that the biggest challenge for the PIOs was branding TEAM Springfield and then previewed a draft of the new website at springfieldoregon.com, showing how the TEAM Springfield logo is being updated with all four agency logos repositioned to just underneath it. Each agency will have its own slide and the ability to change it at any time. In addition, each slide will be a link to that agency. Other links will connect to TEAM Springfield newsletters, to social service agencies, and to the city's new Voters' Guide. He reminded the group that TEAM Springfield owns 60-70 street banner sites throughout Springfield and that banners can be printed fairly inexpensively for them. Other ways to get the TS message out is through sponsoring the new play area at the Gateway Mall, sponsoring the Springfield Cruz, and/or sponsoring a portable ice skating rink on a vacant lot downtown during schools winter break. 3. Updates City — Mayor Lundberg reported that the city is updating its 20 -Year Plan to address the commercial and industrial land needs. Most of the land considered for commercial use is along I-5 and includes some residential areas in Seavey Loop which is creating some controversy. In Glenwood, a sewer upgrade and a conference center are under construction and the city is talking with businesses along Franklin Blvd to determine what they need to improve their sites. New street lights were installed on North A St. between Main St. and the Justice Center. That project will continue to move along. Staff is studying what people would like to see along Main St. to the city limits including safety and efficiency improvements. City Council is involved in the discussion about Eugene's sick leave ordinance as it may impact Springfield businesses. A Chalk Art Festival will be held in the Library parking lot on August 8 with some excellent artists participating. The "Springfield" Emeralds will play at PK Park on August 16 with tickets just $5 for Springfield residents. Mural artists will begin painting the Simpsons mural on the west side of the Emerald Arts Center on August 25. SPS — Board member Laurie Adams gave apologies from Chair Nancy Bigley who was not able to attend. Ms. Adams shared that the Board had eight applicants to fill Garry Weber's recently vacated position and that they are stellar candidates. The new member will be appointed on August 11 and the term will run through June of 2015. Board members and SPS staff are still considering a bond measure in November. They have asked Robertson Sherwood to do a report on the cost of refurbishing Hamlin Middle School versus rebuilding it and will get that report on July 29. Technology needs haven't lessened since last fall nor has the need for room for all -day kindergarten gone away. The Board will make a final decision about a bond measure in September. Ms. Adams noted that Thurston Elementary School doesn't have enough parking and that she would like to see a field turned into a parking lot. Mr. Beyer commented that the District shouldn't have kids in the Hamlin building as it's an embarrassment. He is certain Springfield can do better for its children. In conclusion, Ms. Adams invited the group to the Superintendent's Welcome on September 2, 8:30 a.m. at Thurston High School. SUB — Board President Virginia Lauritsen announced that she had been getting rave reviews from the public about the "tidying up" done along Pioneer Parkway near the Glenwood Bridge. She went on to say that SUB was up to its ears in construction; four board members are up for election this fall and all have registered as candidates; staff is wrapping up a Seismic/Source Plan. Springfield residents will see a significant increase in capital spending in the next ten years. SUB is expecting an up to 10% rate increase from Bonneville Power Administration next year which will have an impact on future rates. She thanked Willamalane for helping out with Asleep at the Wheel when their vehicle broke down prior to the Light of Liberty Celebration. Willamalane — Board Vice -President Lee Beyer said Willamalane was making great progress on bond projects. The Thurston Hills Natural Area celebration will be held August 26 on-site. Staff is making good progress on Pacific Park, located on Shady Lane between the Q Street Safeway and Hayden Bridge Way, just west of Pioneer Parkway. It will be a nice big park the kids will really love in a currently underserved area. Over 900 1Passes have sold this summer; Willamalane Center sports fields are almost completed with a "ready to play" event to be held on September 25, the day before the Mayor's Soccer Tournament. Bob Keefer distributed a map and FAQs about Willamalane Center sports fields noting that Willamalane's goal is to become the showcase place to play throughout the region.
