A RESOLUTION REFERRING TO THE ELECTORS OF THE CITY A BALLOT MEASURE
AUTHORIZING THE LEVY OF A FIVE-YEAR LOCAL OPTION TAX FOR GENERAL
OPERATING PURPOSES IN THE AMOUNT OF $1.33 PER $1,000 OF ASSESSED VALUE
BEGINNING IN 2001/02.
As the preamble to the Resolution, the Common Council of the City of Springfield, Oregon (the
"City") hereby recites the matters set forth below. To the extent any of the following recitals relates to a
finding or determination which must be made by the Common Council in connection with the subject
matter of this Resolution or any aspect thereof, the Common Council declares that by setting forth such
recital such finding or determination is thereby made by the Common Council. The recitals, findings and
determinations set forth herein constitute a part of this Resolution.
(1) POLITICAL SUBDIVISION. That the City is a municipality and political subdivision organized
and existing under and pursuant to the laws of the State of Oregon and the Charter of the City (the
"Charter").

(2) SPRINGFIELD TOMORROW PROJECT. The City completed a project to update Springfield
Tomorrow, an ongoing project designed to build community consensus about the future direction of
Springfield. Its primary purpose was to discover current desires and needs of residents, along with a
general blueprint of how they envision an ideal Springfield to be "tomorrow," then to equitably balance
their vision with fiscal responsibility.
(3) NEED FOR SERVICE ENHANCEMENTS. As an outcome of the Springfield Tomorrow
update, the City formed the Special Citizens Advisory Committee (the "Committee") to review the need for
the City to undertake the offering of enhanced services and capital improvements. The Committee
examined over 33 potential projects, and as a result of the review and prioritization by the Committee, the
Common Council of the city determined to proceed with identified services of general operating purposes
at a cost of$2.78 million. The estimated tax rate needed to generate the resources required is $1.33 per
thousand of assessed value.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF
SPRINGFIELD, OREGON AS FOLLOWS:
SECTION 1. APPROVAL OF BALLOT MEASURE FOR GENERAL PURPOSE LOCAL
OPTION TAX LEVY. The Common Council of the City hereby directs that at the general election to be
held on November 07,2000, there shall be submitted to the qualified electors of the City a measure
authorizing the City to levy a local option tax for general operating purposes in the amount of $1.33 per
$1,000 of assessed value beginning in 2001/02. The ballot title for the bond measure is attached as Exhibit
A (the "Ballot Title").

SECTION 2. SUBMISSION TO ELECTIONS OFFICER. Not later than the 6151 day before
November 07,2000, the City Recorder, as the Chief Elections Officer of the City, shall submit to the
County Clerk for Lane County, Oregon a statement of the local option tax measure together with a certified
copy of this Resolution and the Ballot Title, all in order that the local option tax measure may appear on the
ballot for the general election to be held on November 07,2000. The City Recorder shall submit to the

County Clerk all necessary information, and shall do and perform all other acts and things necessary or
appropriate, so that the bond measure shall appear on the ballot for such general election.
SECTION 3. ADDITIONAL AUTHORIZATION. The City Manager, the City Recorder and the
City Finance Director, and each of them acting individually, are hereby authorized empowered and
directed, for and on behalf of the City, to do and perform all acts and things necessary or appropriate to
cause the general purpose local option tax levy to appear on the ballot for November 07,2000 general
election and to otherwise carry out the purposes and intent of this Resolution.
SECTION 4. EFFECTIVENESS OF RESOLUTION. This Resolution shall take effect
immediately upon its adoption by the Common Council of the City.

Caption:
Springfield Five-Year Local Option Tax for General Operating Purposes
Question:
Shall city of Springfield impose $1.33 per $1,000 of assessed value for
five years for general operating purposes beginning 2001/02? This
measure may cause property taxes to increase more than three percent.
Summary:
A yes vote on this measure is a vote to increase taxes. The purpose of the
levy is to authorize a five-year local option tax for general operating
purposes to pay for additional city services.
The funds generated would pay for the following personnel and services
for public safety. It would add: eight additional police officers, increasing
those available per shift from four to five; six additional police support
positions for call takers and dispatcher; and six community service officers
for the community policing program. It would add twelve
firefighter/paramedic positions for a three-person crew to continuously
staff apparatus at Station 3.
It would increase library hours and allow for seven-day service, provide
additional programming for children and teens, and add to the library book
collection. It would also stabilize funding for certain existing services.
The estimated taxes which would be raised by this levy are 2001/02- $2.78
million; 2002/03-$2.90 million; 2003/04-$3.02 million; 2004/05-$3.14
million; and 2005/06-$3.26 million, for a total of $15.1 million.
