RESOLUTION NO 00-44
A RESOLUTION INITIATING ANNEXATION OF CERTAIN TERRITORIES TO THE CITY OF
SPRINGFIELD IN ACCORDANCE WITH ORS 199.490(2)(a)(B) AND REQUESTING THAT THE
LANE COUNTY LOCAL GOVERNMENT BOUNDARY COMMISSION APPROVE THE
ANNEXATION BY EXPEDITED PROCESS.
WHEREAS, the City Council is authorized by ORS 199.490(2)(a)(B) to initiate annexation upon receiving
consent in writing from a majority of the electors registered in the territory proposed to be annexed and
written consent from owners of more than half the land in the territory proposed to be annexed; and,
WHEREAS, there is one single family residence on the property; and,
WHEREAS, the registered voters residing on the property and the property owners of the territory proposed
to be annexed signed a consent to annex (Exhibit 1); and,
WHEREAS, the territory proposed to be annexed is within the Eugene-Springfield Urban Growth Boundary
and contiguous to the Springfield city limits; and,
WHEREAS, the City has determined that the property can be provided immediately with a full range of
urban services in accordance with the Metro Plan; and,

WHEREAS, the City requests that the Boundary Commission approve the annexation by expedited process.
NOW THEREFORE THE CITY OF SPRINGFIELD DOES RESOLVE AS FOLLOWS:
Section 1: The Common Council of the City of Springfield does hereby recommend approval of the
annexation of the subject territory to the City by the Lane County Local Government Boundary
Commission, Lane County, Oregon, said territory being described as follows: (See Exhibit 2 of this
Resolution).
Section 2: The Council requests that the Boundary Commission approve the annexation by expedited
process.
ADOPTED by the Common Council of the City of Springfield this 17 th day of July 2000, by a vote of

APPROVED by the Mayor of the City of Springfield this 17 th day of July 2000.

ANNEXA TION TO THE CITY OF SPRINGFIELD
TO: LANE COUNTY LOCAL GOVERNMENT BOUNDARY COMMISSION
We, the undersigned, constitute the owners of at least one-half of the land area of the property
described in the attachment marked "Exhibit A" AND
We desire to be annexed to the City of Springfield. A map is attached marked "Exhibit B,"
showing the affected territory and its relationship to the present city limit boundaries.
The annexation constitutes a minor boundary change under the Boundary Commission Act and
should therefore be considered by the Boundary Commission and, after study, a Final Order should be
entered by the Boundary Commission.

ANNEXATION BOUNDARY
JASPER MEADOWS PHASE 1
TOGETHER WITH
LANDS OF EVANSffiETZ
SITUATED in Unincorporated Area of Lane County, State of Oregon in the West 1/2 of Section
3, Township 18 South, Range 2 West of the Willamette Meridian and described as follows:
BEING all of Parcel 2 together with a portion of Parcel 1 of Land Partition Plat Number 99-P1279
as platted and recorded August 17, 1999 in Lane County Oregon Land Partition Plat Records, said
portion being more particularly despribed as follows:
COMMENCING at the easterly southeast comer of the R.G. Hixon Donation Land Claim No. 47,
Township 18 South, Range 2 West of the Willamette Meridian; THENCE, NORTIl890 44' 28"
EAST 1359 FEET more or less along the north line of the John Smith Donation Land Claim No. 48,
Township 18 South, Range 2 West of the Willamette Meridian to a point on the future eas~margin
of the southerly extension of a future roadway having a proposed right-of-way width of 100 feet,
said point being the TRUE POINT OF BEGINNING and lying on the south margin ofMt. Vernon
Road (a 40.00-foot wide Right-of-Way);
THENCE, leaving said TRUE POINT OF BEGINNING and continuing along said north line of
Claim No. 48 and south margin ofMt. Vernon Road, NORTH 890 44' 28" EAST 542 FEET more
or less to the northeast comer of said Parcel 2 as said corner lines on the west margin of
Weyerhaeuser Road (a private 100-foot wide Right-of-Way); THENCE, along said west margin as
said line is common with the east lines of said Parcels 2 and 1 (1) SOUTH 01040' 38" WEST 425
FEET more or less to a point of tangent curvature to the left, (2) along said Curve to Left, having
a radius center that bears SOUTH 880 19'22" EAST 766.17 FEET, a central angle of 390 II' 00",
and a Long Chord of SOUTH 170 54' 52" EAST 514 FEET more or less, an arc distance of 524
FEET more or less to a point of tangent line and (3) along said tangent line, SOUTH 370 30' 22"
EAST 175 FEET more or less to its intersection with the easterly extension of the centerline of an
existing drainage ditch; THENCE, leaving said west margin and along said ditch centerline SOUTH
79053' WEST 205 FEET more or less, SOUTH 78032' WEST 148 FEET more or less, SOUTH
840 10' WEST 190 FEET more or less, and NOR TII 830 53' WEST 84 FEET more or less to a point
on the aforesaid future east margin of the southerly extension of said future roadway; THENCE

tangent curvature to the left and (2) along said Curve to Left, having a radius center that bears
