CITY OF SPRINGFIELD, OREGON RESOLUTION NO. 00-39 A RESOLUTION AUTHORIZING THE CITY MANAGER TO AWARD COMPETITIVE BIDS AMOUNTING TO MORE THAN $15,000 DURING THE PERIOD OF JULY 25, 2000, TO SEPTEMBER 10, 2000, WHILE THE CITY COUNCIL IS IN RECESS. WHEREAS, Chapter 2, Section 2.706, "PURCHASING," of the City of Springfield Municipal Code limits the City Manager's authority to make purchases and award contracts to amounts not more than $15,000, unless the City Council provides additional authorization; and WHEREAS, there are several capital improvement projects, and an insurance renewal contract, including: Property and Liability Insurance $263,950; Booth-Kelly Leasehold Improvements - Budget $35,000; Booth-Kelly Building Modifications - Budget $70,000; City Hall Exterior Stairway Restoration- Budget $60,000; City Hall Interior Remodel- Budget $100,000; Bike Lane Striping Project - Budget $17,600; Roundabout Project - Budget $230,000; Entry Beautification - Budget $32,000; McKenzie Revetment - Budget $27,000; Oral History Exhibit (Project Development Phase) - Budget $15,000; Oral History Exhibit (Fabrication and Installation) - Budget $45,000. which may exceed $15,000 and which are scheduled for award of contract during the Council's summer recess from; July 25,2000, to September 10, 2000; and WHEREAS, all of these projects are budgeted in the 2000/01 budget and will be competitively bid and awarded in compliance with all other provisions of the Springfield Municipal Code purchasing requirements; and WHEREAS, delaying these contract awards and purchases and the agreement approval until the September 11, 2000, Council meeting would waste valuable construction time, increase the city's exposure and might raise costs and reduce public service; and WHEREAS, there may occur the need to execute other contracts which have been competitively bid for which funds have been budgeted for which the lowest responsible bid is in excess of $15,000 and which for reasons of public welfare, safety, and cost effectiveness need to be awarded during the Council's summer recess from July 25, 2000, to September 10, 20pO. NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of Springfield as follows: During the City Council recess from July 25, 2000, to September 10, 2000, the City Manager is hereby authorized to award competitive bid contracts for amounts for which the lowest responsible bid is in excess of $15,000, including, but not limited to (A.) those construction contracts and property and liability insurance renewal contracts enumerated, provided all applicable purchasing requirements of the Springfield Municipal Code are followed, and B.) other contracts which have been competitively bid, for which funds have been budgeted and for which the lowest responsible bid is in excess of $15, 000 and which for reasons of public welfare, safety, and cost effectiveness need to be awarded during the Council's summer recess from, provided all other applicable purchasing requirements in the Springfield Municipal Code are followed. . . .
