HomeMy WebLinkAboutItem 12 Authorizing Unclaimed Property Claim AGENDA ITEM SUMMARY Meeting Date: 7/21/2014 Meeting Type: Regular Meeting Staff Contact/Dept.: Bob Duey Staff Phone No: X3740 Estimated Time: Consent Calendar S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Provide Financially Responsible and Innovative Government Services ITEM TITLE: AUTHORIZING UNCLAIMED PROPERTY CLAIM ACTION REQUESTED: By motion, authorize the Finance Director, on behalf of the City of Springfield, to file a claim with Oregon Department of State Lands Unclaimed Property Section for any money or property being held by the State of Oregon. ISSUE STATEMENT: State law requires that payment for goods and services by businesses that go unclaimed be remitted to the Oregon Department of State Lands Unclaimed Property Section so as the intended recipient has the opportunity to recover said property. As a potential claimant, the Council is being asked to authorize the Finance Director to act in its behalf in filing such a claim. ATTACHMENTS: None DISCUSSION/ FINANCIAL IMPACT: Upon request by the City, it was determined by the State that the City may have unclaimed property held by the State for payment by vendors to the City by check that were never receipted by the City and eventually turned over to the State by the vendors following state law. The total amount is $1,286. There have been 12 items identified with a check date as old as 1998 and as recent as 2010. The smallest is $1.15 and the largest is $411.77. These checks could have never been delivered to the City or misplaced by any department receiving mail. Although it is common for the City to file with the State each year a list of checks written but unclaimed by payees this will be the first in recent time the City has been the claimant of unclaimed property.
