ACTION REQUESTED:
Approve/Not Approve the following Resolution:
A RESOLUTION APPROVING AN APPLICATION RE-CERTIFYING
THE LANE WORKFORCE PARTNERSHIP BOARD OF DIRECTORS AS
THE LOCAL WORKFORCE INVESTMENT BOARD UNDER THE
WORKFORCE INVESTMENT ACT OF 1998.
ISSUE
STATEMENT:
It is time to reapply to the Governor to re-certify the Lane Workforce Partnership as
the local workforce investment board. The Lane County Board of Commissioners is being asked in its July 30, 2014 meeting to give the Lane Workforce Partnership
authorization to request re-certification by the Governor as the local Workforce
Investment Act board for the period July 1, 2014 through June 30, 2016. This request also requires concurrence and approval from the Cities of Springfield and
Eugene to apply for recertification, since that action is not included in the amended designation agreement (see Attachment 2).

DISCUSSION/
FINANCIAL IMPACT:
In order to receive Workforce Investment Act appropriations and to remain in
compliance with federal and state regulations, the Lane Workforce Partnership board of directors must be recertified as the local Workforce Investment Board. The
Board of County Commissioners last recertified the Lane Workforce Partnership
board of directors as the local workforce investment board on October 10, 2012 for the period July 1, 2012 through June 30, 2014.
Under the Workforce Investment Act of 1998 [Section 117(c)(2)] and Oregon Administrative Rule (OAR) 151-010-0060, the Governor shall certify a local board
every two years with the initial certification period beginning July 1, 2000 as provided. In January 25, 2000 the Lane County Board of County Commissioners
designated the Lane Workforce Partnership board of directors as the local workforce
investment board under the Workforce Investment Act of 1998. Subsequently, the Governor certified the Lane Workforce Partnership board of directors as the local
Workforce Investment Board, and the Designation Agreement (Attachment 2,
Article 2) amended the local Intergovernmental Agreement and designated Lane County as the “Chief Elected Official” for several actions but not for recertification.
Thus the need for a Council resolution approving application for recertification.
To not approve re-certifying the Lane Workforce Partnership board of directors as
the local Workforce Investment Board under the Workforce Investment Act of 1998
would result in loss of federal job training funds to serve businesses, youth, adults and dislocated workers in Lane County.
CITY OF SPRINGFIELD, OREGON RESOLUTION NO. ________
A RESOLUTION APPROVING THE APPLICATION RE-CERTIFYING THE LANE
WORKFORCE PARTNERSHIP BOARD OF DIRECTORS AS THE LOCAL WORKFORCE
INVESTMENT BOARD UNDER THE WORKFORCE INVESTMENT ACT OF 1998.
WHEREAS, the Workforce Investment Act of 1998 [Section 117 (c)(2)] and the Oregon
Administrative Rule (OAR) 151-010-0060, require re-certification of local Workforce Investment Boards
by the Governor every 2 years; and
WHEREAS, recertification is required for the period July 1, 2014 – June 30, 2016; and WHEREAS, The Lane County and Cities of Springfield and Eugene are in an Amended
Intergovernmental Agreement between the parties pursuant to the Job Training Partnership Act (JTPA) and the Workforce Investment Act (WIA) that brings needed federal job training funds to serve businesses, youth, adults and dislocated workers in Lane County; and
WHEREAS, recertification is required for the period July 1, 2014 – June 30, 2016.
NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of Springfield as
follows:
1. That the City approves and requests that the Lane County Board of Commissioners and the
Lane Workforce Partnership and the Governor take whatever steps are necessary to re-certify
the Lane Workforce Partnership as the local Workforce Investment Board for Lane County
under the Workforce Investment Act of 1998.
2. This Resolution shall take effect upon its adoption by the Council and approval by the Mayor.
Adopted by the Common Council and approved by the Mayor of the City of Springfield, Oregon
this 21st day of July, 2014 adopted by a vote of _____ for and _____ against.
