HomeMy WebLinkAboutResolution 2014-22 07/07/2014RESOLUTION NO. 2014 -22 A RESOLUTION OF THE CITY OF SPRINGFIELD AMENDING THE SYSTEMS DEVELOPMENT CHARGE TRANSPORTATION PROJECT LIST TO INCLUDE PEDESTRIAN AND BICYCLE IMPROVEMENTS FROM THE END OF THE EXISTING MULTIUSE PATH AT GATEWAY LOOP TO GATEWAY STREET WHEREAS, ORS 223.309 establishes the requirement for a list of projects to be used in expending systems development charge improvement fee revenues which, in turn, establishes the list of projects which meet the criteria of being a Qualified Public Improvement; and, WHEREAS, Transportation staff has proposed amending the Systems Development Charge Transportation Project List to include the following project:. Project Description: This project consists of pedestrian and bicycle improvements starting from the end of the existing multiuse path at Gateway Loop to Gateway Street connecting at the north Gateway Mall signalized intersection. Project consists of installing concrete sidewalk and stripping of buffered bi- directional bike lanes. WHEREAS, the City's current SDC Project List was adopted by the City Council on February 2, 2009; and WHEREAS, this project description outline set forth in the second Whereas was the subject of discussion at the time of the adoption of the TSP on March 11, 2014 and in fact was generally listed and generally depicted as PB -3 on Table 4 of the Opportunity Projects in the 20 year project list of the TSP adopted by the Springfield Council on March 11, 2014; and WHEREAS, in addition, the project is generally depicted on Figure 11 'Recommended Pedestrian and Bicycle Network" of the TSP adopted March 11, 2014; and WHEREAS, the City finds that the project enhances the capacity of the road, bicycle and pedestrian system in the Gateway commercial area and particularly the linkage between the Gateway area of Springfield and across Interstate 5 on the pedestrian bike bridge to east Eugene neighborhoods and is an improvement in access in the Gateway commercial area and the east Eugene residential areas. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Springfield: 1. The System Development Charge Project List dated February 2, 2009, which is used by the City Manager or the City Manager's designee in administering Sections 3.400 through 3.420 of the Springfield Municipal Code is hereby amended to include the following projects: Project Description: This project consists of pedestrian and bicycle improvements starting from the end of the exiting multiuse path at Gateway Loop to Gateway Street connecting at the north Gateway Mall signalized intersection. Project consists of installing concrete sidewalk and stripping of buffered bi- directional bike lanes. Name: Gateway Pedestrian and Bicycle Improvements Limits: Gateway Loop to Gateway Street Estimated Cost: $67,000 Time Frame: 1 -5 Years 2. This Resolution shall take effect upon its adoption by the Council and approval by the Mayor. ADOPTED by the Common Council of the City of Springfield this 7 day of July, 2014, with a vote of 6 for and 0 against.
