TRANSPORTATION PROJECT LIST.
ACTION REQUESTED:
Adoption of the following resolution: A RESOLUTION OF THE CITY OF
SPRINGFIELD AMENDING THE SYSTEMS DEVELOPMENT CHARGE
TRANSPORTATION PROJECT LIST TO INCLUDE PEDESTRIAN AND BICYLE IMPROVEMENTS FROM THE END OF THE EXISTING MULTIUSE
PATH AT GATEWAY LOOP TO GATEWAY STREET.
ISSUE STATEMENT:
The City’s SDC project list must be amended before the city can credit SDC funds
on a capital project. The Gateway Loop to Gateway Street section of the pedestrian
and bike project PB3 adopted in the Transportation Systems Plan must be added to allow credits for a recent development to install the opportunity project.

DISCUSSION/
FINANCIAL IMPACT:
Owners of the Gateway Mall are proposing a new bicycle and pedestrian
connection from Gateway Loop near the existing pedestrian and bike bridge over Interstate 5 to Gateway Street. The connection will be protected by an easement to
the City. The anticipated source of funding for the City’s share of the cost is
Transportation SDC funds. Before those funds can be expended, the Council must amend the SDC project list to include the connection from Gateway Loop near the
existing pedestrian bridge to Gateway Street as depicted by the adopted
transportation system plan map for bike and pedestrian project PB3. The estimated cost for the addition of this section of bike and pedestrian amenities is $67,000 and
the portion eligible for an SDC credit is 30% or $20,100. No adjustment to SDC rates will result from this change.
