ACTION REQUESTED:
Approval of following motion:
ALLOW CONSTRUCTION ACTIVITIES OUTSIDE OF THE HOURS OF 7 AM AND 6 PM WITH CONDITIONS AS DESCRIBED IN ATTACHMENT 1 FRANKLIN/MCVAY (P21080) FOR WORK ON THIS JOINT
SPRINGFIELD/SUB PROJECT.
ISSUE STATEMENT: Section 5.220(c) of the Springfield Municipal Code specifies that construction activities are to occur between 7 am and 6 pm. In order to complete the
Franklin/McVay Sanitary Sewer Extension project in a timely manner, and reduce
the project’s impact on traffic, it is necessary to close roads to through traffic to complete installation of deep utilities. In order to minimize the impact of road
closures to businesses and residents in the area, staff is requesting the ability to
allow the contractor to work an extended work shift outside of the allowed City’s noise restricted work hours by allowing contractor to work between 6am and 10pm.

DISCUSSION/ FINANCIAL
IMPACT:
As part of the Franklin/McVay Sanitary Sewer project, South Franklin
Boulevard/McVay Highway will be closed to through traffic during construction of
the new sewer line. The roadway will be maintained during construction sufficient to allow for local and business access, but the roadway would be closed to through
traffic.
The need for the closure stems from the City’s experience working at these depths
in similar soils. The width of the trench in similar projects has required the need for the contractor to have the roadway closed to through traffic.
In order to minimize traffic impacts for the local and business traffic in the area, the project is requesting the ability to allow the contractor to work an extended work shift between 6am and 10pm in order to complete the project in a timely manner
and minimize the project’s impact on traffic. Language is included in the contract’s General Conditions section requiring the contractor to maintain access to businesses
and residents during construction as required in Section 107.13 of the Springfield’s
Standard Construction Specifications. The ability to work an extended shift will provide some flexibility to the contractor in meeting this requirement. The
extended work shifts would also have the added benefit of reducing the overall time
that the traveling public would be inconvenienced by the road closure to through traffic.
Noise Variance Request

Detailed location and schedule for noise variance request:
1) South Franklin Blvd. / McVay Hwy. from the Franklin Blvd. & McVay Hwy.
intersection (by Uhaul) continuing to the south within the South Franklin Blvd. /
McVay Hwy. right-of-way to the intersection with Nugget Way.
2) South Franklin Blvd. / McVay Hwy will be closed to through traffic from I-5 to the
Franklin Blvd & McVay Hwy intersection (by Uhaul) during the construction of the
new sewer line.
3) Project construction requesting variance is planned to occur between August -
September 2014 & June – August 2015.
Conditions for approval:
1) Contractor would be allowed to extend their work day outside of the allowed noise
ordinance hours. The hours allowed would be from 6am to 10pm (extended hours).
2) City of Springfield staff shall be involved in on-going coordination of the project
construction and shall be notified as soon as possible about upcoming extended
hour work. This notice shall be given at least 10 working days prior to the planned
commencement of extended hour activities.
3) Extended hour work shall be timed to avoid high-traffic periods, such as large local
events, to the extent possible.
4) Springfield staff will have authority to deny Contractor’s request for specific extended
hour work days, based on local events or anticipated high traffic periods, and will
work with the Contractor to identify alternate work periods.
5) Springfield staff shall follow the public notification process outlined in the project
communication plan.
6) Additional items or information may be requested or required prior to approval of
extended hour work.
