HomeMy WebLinkAboutItem 16 Ratification of Contract with Springfield Police Association (SPA) AGENDA ITEM SUMMARY Meeting Date: 6/16/2014 Meeting Type: Regular Meeting Staff Contact/Dept.: Mary Bridget Smith/ CAO Staff Phone No: (541) 746-9621 Estimated Time: Consent Calendar S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Mandate ITEM TITLE: RATIFICATION OF CONTRACT WITH SPRINGFIELD POLICE ASSOCIATION (SPA) ACTION REQUESTED: Authorize City Manager to ratify collective bargaining agreement with SPA. ISSUE STATEMENT: Staff has concluded negotiations with SPA for a three-year successor labor contract spanning July 1, 2014 – July 30, 2017. The current contract with this bargaining unit will expire on June 30, 2014. ATTACHMENTS: None at this time. Draft contract available in Human Resources or CAO. DISCUSSION/ FINANCIAL IMPACT: As of May 27, 2014 SPA has ratified the tentative contract settlement. The proposed contract includes changes to compensation and contract language. The new successor contract is consistent with Council guidance and the main provisions are summarized below: Wage and Cost of Living Adjustments: • Year One (FY 2015): Detention Officers and Supervisors, 8.0% and all other members 3.5% increase in salary. • Year Two (FY 2016): 2%-3% based on CPI-U, Portland/Salem. • Year Three (FY 2017): 2%-4% based on CPI-U, Portland/Salem, with possibility for re-opener should CPI exceed 5%. Language Modifications: • Reduction and limitations in tuition reimbursement article. • Move to a new pay plan more consistent with other City work groups and better for future bargaining comparable analysis. • Health insurance reopener to bargain impacts of Affordable Care Act. • Changes to compensation and policies regarding vacation for detention staff, but able to keep an article mandating a certain number of hours off after a long shift (Safety Release) that would have increased overtime costs. • Worked with management away from the table to amend work schedules, hours and overtime articles.
