ISSUE STATEMENT: During the Winter Storm of February 6 through 10, 2014, the City incurred damages to city-owned trees, facilities, and equipment. The Public Assistance Grant Program provides partial reimbursement to the City for eligible expenses. ATTACHMENTS: 1. Contract DISCUSSION/ FINANCIAL IMPACT: The Winter Storm of February 6 through 10, 2014, resulted in substantial damage to publicly owned infrastructure and facilities in Benton, Lane, Lincoln, and Linn counties. In response to this incident, President Obama issued Presidential Disaster Declaration DR-4169-OR which makes available Public Assistance Grant Program funds to eligible public agencies in these counties. The Public Assistance Grant Program provides not less than 75% reimbursement for eligible expenses. Public Assistance Grant funds are awarded to the state by the Federal Emergency Management Agency (FEMA) and the City can apply for funds as a subgrantee of the state. Staff has worked with FEMA representatives to compile and submit claims for damages incurred due to debris removal; a city vehicle that was destroyed when a tree fell on it; and ice-related damage to the City Hall Plaza concrete. The total damage claims submitted were for $158,036.85 and FEMA is now reviewing these claims for eligibility for reimbursement. The contract with the Oregon Office of Emergency Management establishes the subgrantee relationship between the City and the state for this grant program, including the administrative and other requirements that the City must meet to receive the grant funds. Grant funds received for the debris removal work will be deposited into the Street Fund; funds received for the damaged vehicle will be deposited into the Equipment Replacement Fund; and funds received for the damaged concrete in the City Hall Plaza will be deposited into the General Fund for use on the upcoming Plaza project.
