ISSUE STATEMENT: In discussions with SUB, the City learned of potential efficiencies by jointly constructing the new trunk sewer line and upgraded SUB water and electrical services in McVay Highway. ATTACHMENTS: 1. IGA Contract Number 1122 February 18, 2014 DISCUSSION/ FINANCIAL IMPACT: The Franklin/McVay Sanitary Sewer will be located within McVay Highway 225. As part of this installation, the new trunk sewer line will need to be installed underneath the Union Pacific Railroad (UPRR) trestle. In discussing our plans with SUB, we learned that SUB is in need of upgrading their existing water and electrical service directly below the UPRR trestle. In an effort to realize efficiencies and to help lessen impacts from construction, we have negotiated with SUB to work jointly together to upgrade their water and electrical facilities in and around the UPRR right of way as part of the Franklin/McVay Sanitary Sewer Project construction contract. The attached IGA provides the framework to conduct mutually beneficial work as part of the Franklin/McVay Sanitary Sewer Project. As spelled out in the IGA, SUB agrees to pay for all of the costs associated with placement, connection, and testing of their new 16-inch water distribution line and electrical distribution conduits underneath the UPRR between the BRING driveway and East 19th Ave. In addition, SUB agrees to reimburse the City for one-half of the actual cost for asphalt paving, traffic control, potholing, and aggregate base for the reconstruction of McVay Highway 225 in this same location below the UPRR. The City agrees to reimburse SUB for holding power poles during nearby excavation, releasing and re-attaching guy wires, and removing tree limbs in proximity to power lines where tree removal is necessary for the project. The City Attorney’s Office has approved the attached IGA and staff recommends the City Council authorize the City Manager to execute the IGA.
