ISSUE STATEMENT: The Development and Public Works Department seeks Council approval to purchase a Sewer Cleaning Machine. The adopted FY14 budget includes sufficient funds for replacement. ATTACHMENTS: 1. Proposed Contract DISCUSSION/ FINANCIAL IMPACT: The Development and Public Works Department has received a formal quote from Owen Equipment of Portland, OR for the purchase of Vactor Ram Jet sewer cleaning machine. This brand of machine is listed on the National Joint Powers Alliance (NJPA) cooperative purchasing agreement that is an approved purchasing method for the City. Owen Equipment is the sole authorized dealer for the Vactor brand in Oregon. NJPA conducted a public RFP process that follows the State of OR statutes for purchasing for public entity equipment. The new machine is needed to replace a 2000 Vactor Ram jet sewer cleaning machine that has functioned well during its life-cycle, however during the past couple of years has experienced significant costly repairs. It was originally expected to have a 10 year life but was extended four years. The sewer cleaning machine is essential for keeping sewer pipes clear of debris such as tree root intrusion and fats, oils, and grease deposits that can cause blockages resulting in sanitary sewer overflows (SSOs). It is also needed to meet the City’s wastewater collection system Capacity, Management, Operation, and Maintenance (CMOM) preventive maintenance objectives to comply with the City’s sanitary sewer discharge permit. This machine comes as a whole unit that is mounted on a new freightliner chassis and is delivered ready for operation. Vendor Model Quote Price Owen Equipment Vactor Ram Jet: $ 130,479 Chassis price: $ 72,412 Trade In: $- 17,891 Extra Capacity Reel $ 4,110 Total Price $ 189,110 Staff recommends award of the contract to Owen Equipment in the amount of $189,110. Sufficient funds are budgeted in the Vehicle and Equipment Fund in FY14 to cover this purchase.
