ACTION REQUESTED: Approve or reject the following motion: ALLOW CONSTRUCTION ACTIVITIES OUTSIDE OF THE HOURS OF 7 AM AND 6 PM, IN ORDER TO COMPLETE A CONNECTION TO THE EXISTING PUBLIC STORM DRAIN SYSTEM. ISSUE STATEMENT: Section 5.220(c) of the Springfield Municipal Code allows construction activities between 7 am and 6 pm. In order to complete project work in a timely manner and to reduce the impact of construction on traffic, Yorke & Curtis proposes to perform the storm drain utility tap at night. Although a specific schedule for the project has not been set, the request indicates the work is anticipated to be completed as soon as possible, pending approval of night work. ATTACHMENTS: 1. Detour Plan DISCUSSION/ FINANCIAL IMPACT: Yorke & Curtis General Contractors will be constructing new storm drain utilities taps in association with the KeyBank – Springfield Site Redevelopment located at 1625 Mohawk Blvd. The work will involve the connection of a new storm drain line to the existing storm drain system located in 18th St. This connection will require crossing the entire width of 18th St and a short term road closure. In order to minimize impacts to Springfield businesses and residents, Yorke & Curtis proposes to conduct this work at night when traffic volume is low. The construction process will consist of completing a street cut across the entire width of 18th St in order to connect to the existing public storm drain located on the East side of 18th St. It is anticipated this work will occur over the course of 2 nights, which will likely not occur back to back. The first night being the installation and connection of the new storm drain line and placing of steel plates over the trench and the second night consisting of completing the permanent trench patch. Possible sounds that could be emitted include engine noise, back-up beeper, excavating, hauling and loading, air compressors, cutting equipment, hammering, voices and other general noises associated with construction. The noise associated with this construction will be minimized to the maximum extent possible and be of a short duration (anticipated 2-3 hours). Because of the distance to residential properties, we expect no significant residential impact. The impact area includes businesses who take access from 18th St between Olympic St and Mohawk Blvd (these businesses also have secondary access points which will not be impacted by night work). A Springfield staff member will be involved with the construction team and will communicate anticipated night work to Council, staff and to the public. As part of the new KeyBank Development happening on that property there are 2 new storm utility taps that have to happen. One of them is in Mohawk Blvd which will require a one lane closure. We are told this tap and lane closure shouldn’t be too disturbing to the area. The Second tap, however, has to happen in 18th Ave and we have to cross the entire road. This will require an entire road closure for the work. We are requesting your approval to do this work. After meeting with the Public Works and Transportation department representatives on site, it has been made clear that this work will have to happen at night. So, we will have to close the road between Olympic and the Highway on ramp for approximately 2 nights while the work is completed. We are requesting that you place this topic on your next council meeting agenda for approval so that we may do the work and not further delay the project. We would also request that if you could expedite approval that you would do so, KeyBank is under a tight timeline and could benefit from an expedited approval.
