The existing use of the building is a restaurant which will stay the same. The site currently has the required paved parking spaces including handicap parking. Additional paved parking is located at the south portion of the property. As an alternative to a traffic study, Hawaiian Time has submitted the drive thru log for the store located in Beaverton, Oregon. The store has similar characteristics. The Beaverton restaurant is located on Beaverton Hillsdale Hwy which generates a high volume of traffic. In addition,the City of Beaverton has approximately 30,000 more people than Springfield. We believe that the traffic generated from the store would give us a realistic gage of traffic that should be generated at the Springfield location. We have submitted the log of drive thru customers from 1-1-13 to 12-31-13 which generated 16, 588 trips for an average of 45.6 trips generated per day. The use of the building in Springfield will remain a restaurant seating approximately 45 people. The 8 x 10 drive up window will be used for pickup of call in orders and also accommodate drive thru patrons. Currently the landscape section located on the northern portion of the property has no vegetation. Hawaiian Time proposes to plant 3 street trees from the approved list of trees per the City of Springfield and additional vegetation from the approved list. Hawaiian Time is not requesting any exceptions to this minimum development standards application.
