SYSTEM PLAN (TSP) AS A REFINEMENT PLAN OF THE EUGENE-SPRINGFIELD METROPOLITAN
AREA GENERAL PLAN (METRO PLAN) FOR APPLICATION WITHIN THE AREA OF PLANNING
JURISDICTION OF THE CITY OF SPRINGFIELD AND ADOPTING A SEVERABILITY CLAUSE.
