Mechanical•Electrical•CINI•Surveying January 27,2014 Clayton McEachem, PE Current Development Division 225 Fifth Street Springfield,OR 97477 Re: Willamalane 32nd Street Sports Complex—Phase II Field,Impact to Stormwater System from New Grandstands Dear Clayton: • Willamalane Parks and Recreation District(WPRD)is proposing to add grandstands to the western side of the existing Phase II field,at the 32nd Street Sports Complex. WPRD is presently initiating the Site Plan Review Minor Modification land use process to entitle the proposed grandstands addition. The grandstands will be constructed on top of a concrete pad that will sheet-drain to the west perimeter of the existing synthetic turf field. The concrete pad will increase the surface area collected by the synthetic turf field by approximately 7.4%, adding approximately 6,000 square feet of impervious surface. At the request of City stormwater staff,this letter provides an evaluation of the impact of this additional impervious surface on the existing stormwater collection • system. The existing Phase II field was constructed in 2005. The field consists of a synthetic turf over 8"aggregate base layer. The aggregate base layer is used to store/detain stormwater runoff,with outflow regulated by an orifice plate in a flow control manhole installed downstream of the field. Calculations from the original field design indicate that,under existing conditions,only 1.8"of the 8"of base rock available for storage would be utilized during the 25-year storm. The proposed increase in impervious area will result in additional stormwater runoff entering the existing detention system. It is our opinion that the 7.4%increase in impervious area draining to the existing synthetic turf field and detention system will not adversely affect or exceed the performance or storage capacity of the base rock detention system. Under existing conditions,only 22%of the base rock storage capacity is utilized during the 25-year storm. Given the large surface area of the field,the additional runoff will result in a minimal increase in storage depth(i.e. less than one inch). Since the increase in hydraulic head over the orifice structure will be very small,the increase in discharge through the orifice will also be very small.
