DIM Site Plan Requirements-On site drainage collection system and flow patterns,size/location of
drainage lines and catch basins,natural drainage ways to be retained
Question#1: Existing cell tower and ground compound will be expanded by 532sq
ft. The site is not adjacent to waterways. Should I assume this line item is not
relevant for insert into zoning drawings?
Sec 12-Accessory Building Size.All accessory buildings and structures built to contain equipment
accessory to a WTS facility shall not exceed 12 feet in height unless a greater height is necessary and
required by a condition of approval to maximize architectural integration. Each accessory building or
structure located on any residential or public land and open space zoned property is limited to 200
square feet,unless approved through the Discretionary Use process.
Question#2: Industry standard pre-fab equipment shelter intended for the side
maintains a dimension of 11.5'x 26' =299 sq. ft. If this is to be considered via Type I
process,would this trigger the Type III Discretionary Use process?
Sub Section G.1.13-Geographic Service Area.The applicant shall identify the geographic service
area for the proposed WTS facility,including a map showing all of the applicant's and any other
existing sites in the local service network associated with the gap the facility is meant to close.The
applicant shall describe how this service area fits into and is necessary for the service provider's
service network.
The service area map for the proposed WTS facility shall include the following:
i. The area of significant gap in the existing coverage area;
H. The service area to be effected by the proposed WTS facility;
iii. The locations of existing WTS tower facilities where co-location is possible
within a 5-mile radius of the proposed WTS facility.

G2.f. Co-Location.In addition to the co-location requirements specified in Subsection G.1.c.,the
applicant shall submit a statement from an Oregon registered engineer certifying that the proposed
WTS facility and tower,as designed and built,will accommodate co-locations,and that the facility
complies with the non-ionizing electromagnetic radiation emission standards as specified by the FCC.
The applicant shall also submit:
i.A letter stating the applicant's willingness to allow other carriers to co-locate on the
proposed facilities wherever technically and economically feasible and aesthetically
desirable;
ii.A copy of the original Site Plan for the approved existing WTS facility updated to
reflect current and proposed conditions on the site;and

AT&T Mobility Site ID: EG58-Springfield East
AT&T Mobility is proposing to co-locate antennas and related ancillary equipment
on the existing WTS Facility(Monopole) located at 7305 Main St, Springfield, OR.
AT&T is proposing to extend the current 100' monopole to 115' in order to meet
AT&T coverage objectives. Related ground equipment cabinets will be housed
within a new 11.5'x26'shelter that will reside in the compound area.The existing
equipment compound will be expanded by 532 sq feet in order to accommodate the
ground equipment. AT&T will match the existing screening/camouflage methods to
include slatted fencing and landscaping in order to minimize visual impact while
maintaining continuity with the current compound aesthetic.

AT&T will need to stub (1) 3" Schedule 40 PVC Conduit with (3) #3/0 copper conductors into the
existing transformer vault. AT&T will need to carefully coordinate this with the SUB representative
prior to installation. AT&T will need to have SUB personnel present when the conduit is stubbed into
the existing vault. AT&T will need to place the conduits in a 36" below grade trench and extend them
over to the location of the new H-Frame with 200A Meterbase. AT&T will need to provide and install
the new H-Frame and 200A Meterbase. AT&T will need to sweep the conduit up into the new
Meterbase. The sweep will need to have a 36" radius.
AT&T will need to have the meterbase inspected by the city prior to SUB energizing the new service.
AT&T will need to have a locate performed prior to any excavation.
