ISSUE STATEMENT: The City of Springfield must make available professional medical and dental services to inmates housed in the Springfield Municipal Jail. The City does not employ its own medical staff and therefore has competitively solicited for said services. The City is exercising an option to renew the current contract, which will otherwise expire on December 31, 2013. ATTACHMENTS: 1. First Amendment to Independent Contractor Agreement DISCUSSION/ FINANCIAL IMPACT: The City must provide inmate basic medical and dental services for persons incarcerated at the Springfield Municipal Jail. For this next year, the City is exercising an option to renew the current contract. Contractor is the current service provider, and staff believe it is not to the City’s financial advantage to re-issue an RFP for similar service levels at this time. The Contractor will provide a Licensed Nurse Practitioner at least 15 hours per week, and licensed Emergency Medical Technicians not less than 35 hours per week, onsite at the Springfield Municipal Jail. Any hours worked beyond the above will not be billed. In addition, Contractor will be responsible for supervising and reviewing the maintenance of patient medical records, provide inmate health care services in case of emergency or disaster, perform sick call, and transport non- violent offenders to outside service providers. Contractor will advise and assist in procuring medications and prescription medications as required for basic medical care of Springfield Municipal Jail inmates. Costs under this amendment remain the same as the current agreement. The annual budget for prisoner medical expenses will remain at $233,000, which includes the fixed cost of the contract at $184,500 and approximately $3000 per month for inmate medicine not covered by the contract. The Police Department will conduct a regular RFP process within the next year.
