Project No. 13-235 DESCRIPTION The site is 444 B Street (TM 17-03-35-24, TL 14400). Currently, the site development primarily consists of one structure,a vehicular parking area behind the structure and landscaping. Oregon Veterinary Referral Associates, PC (OVRA) occupies the structure. The zoning is Mixed Use Commercial (MUC) which makes the use of the site by OVRA an existing, non-conforming use. Additionally,the site falls within the Downtown Refinement Plan. The proposal under this MDS application is for the limited-term installation of an MRI unit. Animal Imaging Partners is providing a vehicle mounted MRI unit. This unit will be placed in the parking area for up to a year. If this trial determines the community has a need for an MM unit, the unit will be moved inside the building. Alternatively, if it is determined there is not a need the unit will be removed from the site. SCREENING Across the alley to the north,the properties are zoned Mixed Use Residential and Medium Density Residential. The MM vehicle is located to minimize impacts to the residential properties. The MRI vehicle was placed on the east side of the site to minimize visual impacts. The two story structure at the northwest corner of the site has one, small window facing the site. The multi- family structure at the northeast corner of the site is visually buffered by its own garage. In addition to placing the vehicle in a low visibility location, it will screened with a portable carport. ADA The MM unit is 134 square feet and has two rooms: the scan room (75 square feet) and the operator's room(59 square feet). No one except trained and authorized OVRA employees will be allowed to enter the MM unit. A chain with an `Employees Only' sign will be placed at the bottom of the ramp. This restriction is due to both safety concerns and legal restrictions of where customers are allowed within veterinary offices. The ramp qualifies as exempt from ADA criteria per OSSC 1104.3.1 Exception 1 and OSSC 1103.2.3. PARKING As a result of falling within the Downtown Refinement Plan, the site is exempt from minimum bicycle and vehicle parking criteria(SDC 4.6-125). The landscape planter strips within the public right-of-way have mature street trees. The on-site impervious areas are landscaped with mature plants and trees. No changes to the existing landscaping are proposed. SDC 5.15-12oB requires that these dumpsters be screened, covered and connected to the sanitary sewer. Installation of screening, cover and sanitary sewer connection for the dumpsters is a permanent site improvement. As such, it needs to be located so that it continues to be functional after removal of the MM vehicle. This creates some design complexities. To address these complexities, we are requesting some flexibility in the application of the design criteria. In the long term context, the best location for the trash enclosure is the same as the proposed location for the MRI vehicle. This location minimizes the visual impacts to the surrounding properties and aligns best with the activities inside the building. Because this location conflicts with the MRI vehicle,it is requested that the dumpsters be allowed to remain as they are until the MM vehicle is removed. After the MM vehicle is removed,the enclosure can be constructed and the dumpsters relocated inside it. A final selection of screening material has not yet been made; although wood is preferred. If it is found that wood requires too many post holes in the existing asphalt for practical construction, slatted cyclone fencing will be used instead. An effective sanitary sewer connection may not be possible. The area already has a uniform cross-slope towards the alley. Retrofitting the area to drain to a sanitary sewer inlet could involve extensive reconstruction. The reason for draining trash enclosures to the sanitary sewer is to collect any contaminated substances that leak from the dumpster. The recycle dumpster will not be receiving liquids so will not leak. The garbage dumpster will only receive those items that would be in the trash of a standard professional office. All medical related items are disposed of through a different process and will not be in the dumpster. The risk of any contaminated substances leaking from the dumpsters is extremely low. A reasonable effort will be made at the time of construction to include a sanitary sewer connection for the trash enclosure. However, it is requested that approval of this application allow the flexibility to not install the sanitary sewer connection if it is determined that it will require re-grading outside the footprint of the enclosure.
