DEC 1 1 2CC9 IOriginal Submiitai — i Relief Nursery, Springfield, Oregon Trip Generation Study INTRODUCTION The purpose of this report is to document the trip generation study performed for the Relief Nursery proposed in Springfield Oregon. The representative sample site was the existing Relief Nursery in west Eugene near the intersection of 25th Avenue and Chambers Street. This study has been prepared due to the unique nature of this land use and the lack of accurate published data necessary to project site generated traffic. ' This information will be useful for establishing a trip generation rate to apply to the proposed new facility so accurate transportation systems development charges can be ' assessed, and for determining if a Traffic Impact Study will be required by Springfield Development Code. The typical traffic consists of Relief Nursery families, staff and volunteers. The Relief Nursery is a non-profit program that strengthens high risk ' families and keeps their vulnerable young children safe and healthy. This report strives to establish an accurate local trip generation rate to apply to the proposed ' development in Springfield, Oregon. ' Included in this report are summaries of the observed daily site generated traffic at the existing nursery, and projected average daily trip generation rates for a proposed development. ' SURVEYED SITES ' Vehicle traffic counts were performed by Branch Engineering, Inc. staff during the months of August of 2009, between the hours of 8:45 AM and 4:15 PM. The counts were taken two consecutive days at Relief Nursery in Eugene. The counts were within 12-percent of one-another, which was considered reasonably close to expected day- to-day fluctuations, so no further observations were considered necessary to establish confidence in the data. Relief Nursery officials have indicated they were at or near full attendance at the time of observation. ' The client supplied some information regarding number of students enrolled (60), the ' total number of classrooms (6) and the existing Relief Nursery building size (14,000 square foot). A summary of the observed volumes for each day is included in this report (see Appendices). IPROPOSED DEVELOPMENT IThe proposed Relief Nursery will include 15,088 square feet of gross floor area and it would be an additional full-service site located in Springfield. The projected enrollment ' is 50 students. TRIP GENERATION The trip generation rates established herein were applied to the applicable variables for the proposed new facility. ' Proposed Relief Nursery, Springfield 3.90 Trips per 50 Students Student 195.0 ' Average Daily Trips - - 223.56 CONCLUSION Based on the study performed herein, the projected site generated traffic associated ' with the new Relief Nursery in Springfield is 224 average new daily vehicle trips.
