Procedural Requirements
In the case of developed or partially developed industrial properties of more than 5 acres in size
that did not receive Final Site Plan approval prior to the adoption of this Code, the Director may
approve a Final Site Plan Equivalent Map to allow the property owner to use the Site Plan
Modification process specified in Section 5.17-145 for future additions or expansions.

Section 5.17-135 B. 1 of the Springfield Development Code Development indicates shows that
Final Site Plan Equivalent review is a Type I application. Type I decisions are made by the
Director without public notice and without public hearing.
Under a Type I procedure, the Director may approve, approve with conditions, or deny the
application. The Director's decision shall address all of the applicable approval criteria and /or
development standards. The Director's decision is the final decision of the City. The Director's
decision is effective on the day that it is mailed or otherwise provided to the applicant.
Criterion for Approval
SIX Section 5.17-135 B. 1. b. states that the approval criteria for Final Site Plan Equivalent Map
is compliance with the submittal requirements of Section 5.17-135 B. 2. The submittal
requirements require that the Final Site Plan Equivalent Map show:

Conclusion and Decision
Based upon a review of the Final Site Plan Equivalent Map submitted by the applicant on
August 12, 2011, staff concludes that the.Map complies with the applicable submittal
requirements listed in SDC Section 5.17-135 B. 2. The Final Site Plan Equivalent Map is
approved.
