ISSUE
STATEMENT:
One bid was received on the Booth-Kelly roof truss repair project. Contract award is now
necessary to enable the work to proceed.

DISCUSSION/
FINANCIAL
IMP ACT:
In late 2006 several bow-string roof trusses in Building B at the Booth-Kelly Center failed.
At the time of failure, no additional dead loading on the roof had occurred nor was there any
unique increase in wind pressure at the time of failure. The entire roof system was
immediately supported with shoring towers until the reason why the roof trusses had failed
could be determined. Because no definitive reason why the roof failed could be determined,
it became necessary to conduct a complete engineering analysis of the entire roof system
before repair of the failed trusses could begin. Because of the complexity of the bow-string
truss design, the substantial span distances with no intermediate supports and the resulting
large roof loads, a quick fix of the roof system was not possible. During the course of the
investigation, it was also determined that the existing roof system, although not at a level of
additional failure, did not meet a suitable safe performance level without the need for
additional reinforcement. During the Spring of2007, several potential engineering fixes
were presented to the City. In reviewing the different potential fixes (framed walls under all
roof trusses or elaborate engineered post-tensioning cables) the recommended repairs did
not meet the functionality requirements of the facility or required additional value
engineering in order to reduce potential cost.
The project received one bid on August 21, 2007 by Essex Construction in the amount of
$130,600.00. Sufficient funds are available in the Booth-Kelly budget to accomplish the
repair. The ongoing cost to the Booth-Kelly Center for leasing the shoring towers to
stabilize the structure until repair of the trusses can be completed is approximately
$2,000.00 a month.
This project is unique in complexity and overall work hours needed for the repair which is
possibly why more bids were not received. It is staffs recommendation to not retract the
project to re-bid and that the bid submitted by Essex is a justifiable bid to accomplish the
proposed repair. It is also staffs recommendation that although the Booth-Kelly facility is
insured and a final reconciliation of overall cost coverage has not been determined from the
City's insurance provider, the City should proceed with the repairs at this time.
