Whether to remove remaining traffic signal components and related pavement markings, or to reinstall the traffic signal components and reinitialize the system. ATTACHMENTS: Attachment A: Council Communications Packet Memo (dated May 23,2007) Attachment B: Summary of Comments Received Attachment C: 11 x 17 Aerial mapping - Comment Origins The previous Communications Packet Memo, dated May 23,2007, which contains background information and back-up analysis data, is included as an attachment to this AIS. The memo references an open house that was subsequently held on June 12,2007 at City Hall. This AIS offers information resulting from the open house, additional traffic information received after initial analysis, Manual on Uniform Traffic Control Devices (MUTCD) Signal Warrant & Stop Sign summaries, cost estimates, and Transportation Division's final recommendation concerning the traffic signal system at 14th Street! 'E' Street. DISCUSSION/ FINANCIAL IMPACT: Open House - Information conveyed included: background on the signal's absence, staffs findings and analysis, and staffs preliminary recommendation at that time. Staff also sought out public input and comment to determine if issues were overlooked or needed to be readdressed prior to making a final recommendation. Twenty-four (24) participants signed in, and approximately 40-50 people were present. Public Comment - Comments were received from the open house, phone, email, and personal on-site communication. Comments were separated according to those in favor of, against, and neutral to reinstallation ofthe traffic signal. Comments were then grouped by type (Circulation & Mobility, Crossing Difficulty & Safety, and Other comments). Attachment B contains the breakdown of these comments. Public opinion regarding the traffic signal is as follows: · In favor of reinstalling the traffic signal: 71 % . In favor of not reinstalling the traffic signal: 16% · Neutral: 13% Additional Traffic Information Received - One additional crash report at the site was received since the initial analysis. The crash was non-injury related and the report implied that the crash occurred due to driver inattention. Incorporation of this additional data did not result in changes to the traffic warrant analysis. MUTCD Signal Warrants - Of the 8 MUTCD Signal Warrants, 5 failed to meet warrant requirements, and 3 were not applicable. A sensitivity analysis to account for future growth was done for the 5 applicable warrants and was still found to be insufficient to meet warrant requirements. Warrant analyses are included as part of Attachment A. Estimated Cost · Reinstallation: · Removal of remaining system: $50,000 - $70,000 $10,000 - $15,000 Recommendation - Staff recommends removal of the remaining signal system. This entails removal of the signal mast arms, 2 traffic signal poles/foundations, and the controller cabinet and pedestal. Additionally, the crosswalk and other miscellaneous markings will be obliterated and replaced with stop bars along the minor street ('E' Street). Kwock, P.E., Transportation Engineer 14th Street / E Street Traffic Signal: Open House This memorandum is for your information. You may wish to share it with the Council by placing it in the Council Communications Packet. The Transportation Division staff will be holding an open house to communicate our findings and to obtain additional public input regarding the intersection at 14th Street and E Street. The date and location of the open house will be finalized shortly, but is tentatively scheduled for June 5, 2007 after normal-business hours. Background During the winter. of 2006, high winds led to. the contact of overhead power lines and the signal system at the intersection 0f 14th Street and E Street. Contact between the two systems resulted in malfunction and failure of the traffic signal system. The traffic signal heads were removed, and interim measures were taken to coordinate traffic at this location. Interim measures included a temporary 4-way stop condition, which was later replaced with a 2-way stop condition along the E Street corridor. The 2- way stop condition remains in place at this time. The Springfield Utility Board (SUB) has been approached in an effort to determine whether funding for a replacement signal system was possible, either in part or in whole. Due to the nature of the signal system failure (Act of Nature), SUB and their insurance carrier determined they were not liable for the cost. Staff has completed a signal warrant analysis at this location to determine whether reinstallation of the traffic signal meets the criteria of the Manual on Uniform Traffic Control Devices (MUTCD). Additionally, staff investigated several alternatives to a signal system. These alternatives included installation of a 4-way stop condition, a 2- way stop condition, and various roundabout scenarios. Preliminary recommendation and next actions Transportation's preliminary recommendation is to leave the 2-way stop controlled system in place and not reinstall the traffic signal system. In conjunction with this, various components of the traffic signal would be removed. The painted crosswalk across 14th Street would also be removed to be consistent with crosswalk striping practices at non-si~nalized intersections.
