HomeMy WebLinkAboutItem 11 Budget Committee Appointments AGENDA ITEM SUMMARY Meeting Date: 10/21/2013 Meeting Type: Regular Meeting Staff Contact/Dept.: Bob Duey Staff Phone No: 726-3740 Estimated Time: 5 Minutes S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Mandate ITEM TITLE: BUDGET COMMITTEE APPOINTMENTS ACTION REQUESTED: Ratify the re-appointment of Terry Buck to serve a 3-year term on the Budget Committee for Ward 1 with a term to expire December 31, 2016 Ratify the re-appointment of Chris Stole to serve a 3-year term on the Budget Committee for Ward 2 with a term to expire December 31, 2016 ISSUE STATEMENT: The Budget Committee currently has 2 vacancies due to resignations and will have 2 additional vacancies due to terms that expire on December 31, 2013. The City advertised for potential candidates from all four Ward during September 2013. The City received applications from the incumbents Terry Buck Ward 1 and Chris Stole Ward 2. The Council is being asked to re-appoint one applicant to each of the two positions. The appointee for both Ward 1 and Ward 2 will serve a three year term that will expire on December 31, 2016. Staff will re-advertise for Wards 3 and 4 after the first of the year. ATTACHMENTS: Attachment 1: Application of Chris Stole Attachment 2: Application of Terry Buck Attachment 3: Budget Committee Charge DISCUSSION/ FINANCIAL IMPACT: Two vacancies have occurred on the City’s Budget Committee due to the expiration of terms for the Ward 1 and Ward 2 positions. Each full term of the Budget Committee is for a 3-year period, with the positions staggered to have two vacancies occur every December. The recruitment process began September for an October appointment and the City received 1 applicant for each Wards 1 & 2. During September the City also sought applicants for Ward 3 and Ward 4 left vacant due to incumbents changing residences and no longer eligible to serve on the Budget Committee. No applications were received for either Ward 3 or Ward 4 at this time. Staff will re-advertise for these two positions after the first of the year in January 2014 and schedule time with the Council for interviews. The City’s charge for the Budget Committee (Attachment 3) states as a qualifier 6 members from the Council and 6 citizens by Ward (Citizen members may not be officers, agents or employees of the City, per ORS 294.336(4). The Council is requested to appoint citizens to each of the two current vacancies on the Budget Committee with both terms to expire on December 31, 2016.
