Submit final site plan application. It is attached. You can also download a copy at the city website: http://www.springfield-or.gov/dsd/Planning/apps fees%202008.htm. 2. Once it is approved, sign the development agreement. 3. Pick up building permit. Here is an explanation of the conditions: 1. Prior to issuance of a building permit, pay the sewer in-lieu-of-assessment charge for the portion of the lot being developed. • This is paid when you pick up the building permit. 2. Prior to approval of the final site plan, the applicant shall provide an operations and maintenance plan to the City for review to ensure the long-term maintenance and operation of the proposed rain gardens. The plan should designate maintenance responsibility for operating and maintaining the system, and should be distributed to all property owners and tenants of the site. The maintenance agreement was sent in the mail with the hard copy of the land use decision. I have also attached it to this email. 3. To ensure a fully functioning water quality system and meet objectives of Springfield's MS4 permit,the Springfield Development Code and the EDSPM,the proposed rain gardens shall be shall be fully vegetated with all vegetation species established prior to approval of the final site inspection. Alternatively, if this condition cannot be met, the applicant shall provide and maintain additional interim erosion control/water quality measures acceptable to the Public Works Department that will suffice until such time as the rain garden vegetation becomes fully established. This condition will be met prior to occupancy. If the rain garden isn't fully established by occupancy, contact Todd Singleton (541-726-5931)for options regarding interim erosion control measures. 4. The final site plan shall identify a minimum of 3 bicycle spaces(1 long-term, 2 short-term)that comply with SDC 4.6- 145 and 4.6-150. A final site plan application is required. The fee is$455.12. Revise the plans to show the bicycle spaces, or include a note on the plans. Submit 5 copies of the plans. The final site plan is like a punch list. It cannot be denied. Plan on a two week review time. Once the final site plan is approved, sign the development agreement. It is attached for Nate to review. It requires notarized signatures. We can do that here, or he can do that on his own. Let me know if I you have any other questions. It appears we are all approved with conditions but: condition #1 should not hold up the final cite review, I believe condition #2 &3 are included on the plans. Do we need to have condition#4 printed up on new plans, or is this something that can be inked in? Otherwise, I assume we pay the fee and we are good to go, or do we need to sign additional forms? I appreciate all of your help and this has been the best site review process I have been through! A part of this meeting,we calculated the Systems Development Charge (SDC) and the Sanitary Sewer In-Lieu-of-Assessment charge for the dental clinic. As we discussed at the Pre-submittal meeting,the SDC5 have been reduced by 50%. The amount due for the dental clinic is$16,913.98,which includes that discount. The details of that charge are contained in the attached document. The Sanitary Sewer In-Lieu-of-Assessment charge is in addition to the regular connection fees and is charged only once. It is charged only if the property or portions of the property being developed have not previously been assessed or otherwise participated in the cost of a public sanitary sewer. Our records show this property has NOT been assessed for sewer. The charge for the proposed development is$10,080, and covers the area of development only. The remaining portion of the lot will still require an assessment fee to be paid at the time of development. Currently this charge would be $8,608 for the remaining fiscal year(until July 1, 2013). $16,913.98 (SDC including discount) +$10,080.00(sewer assessment) =$26,993.28 (total cost) Let me know if you have any questions.
