Liz,
Nuisance Ordinance complaints were received at this location in 2002, 2003, 2009 and again 2013. The 2013
complaint also include the land use violation of living in an RV.
In all of these instances the owner has been listed as Sharon and George Bayne of Salem, Oregon. I cannot
confirm that in each of the Nuisance violations the same renters were at this location as I wrote the property •
owner/tenant. In each of the cases corrections were made without the issuance of a citation. I have closed the
most recent Nuisance complaint as the debris; used materials and stored vehicles were removed.
I contacted SPD and they provided me with the following information going back to June 2012:
• 3 noise complaints
• 1 harassment complaint
• 1 assault arrest •
• 1 vehicle stop
• 1 dog at large roundup by the Animal Control officer for a pit bull named "Roxie".
Hopefully when they are burning in the back yard the complaints are being called in to LRAPA or the Fire
Department.
I hear the same complaints as the Phillips have expressed daily by countless citizens about properties
throughout Springfield. For many citizens even when various departments of the city don't have an active case
at a property, the property condition or conduct of the tenants are an ongoing problem/concem for them. They
stop calling us routinely and try to just ignore or live with it until it reaches a point where they just can't let it
ride any longer. These properties are more like a simmering pot that occasionally boils over into a complaint
that receives a temporary fix. I wish I had a fix for folks who live next to or near them, we do the best we can.
There are unfortunately a lot of properties that come to mind that fit this mold. Jackie and I have cultivated a
good working relationship with SPD and often work together at properties to achieve compliance.
I will make a point of checking the property when I'm in the area over the next several months to insure more
than a few weeks of compliance with the Nuisance ordinance.

Dear Ms. Miller
This email is in response to our notification of application for Emergency Medical Hardship to place a motor home on the
property located at 1886 L Street in Springfield.
We are home owners who live at 1843 L Street across the street and 1 house west of the applicants. We have lived at
this address since 1994. We are strongly opposed to approval of this application. The occupants that reside at this
property constantly show lack of responsibilty and consideration to their neighbors and neighborhood and we do not feel
that they are worthy of such privilege. Reasons that I am offering to support this are listed below:
1. Occupants have already had a motor home parked in the back yard in which it appears someone has been living in for
months aleady.
2. Occupants do not appear to have garbage service and have over the years piled garbage high in their yard until the
neighborhood stinks before the garbage is finally hauled off. I consider this a Health Hazard.
3. Occupants on more than one occasion have burned materials in metal barrel in back yard with flames shooting in the
air.
4. Occupants consistenly have numerous people coming and going from the house suggesting suspicious activity.
5. Over the last 18 years Springfield Police Department has either made visits to the property and cruised our street due
to suspicious activity.
6. Property is often an eyesore to the neighborhood.
7. Occupants are disrepectful to the neighborhood during late hours of the nightime with excess noise.
8. Occupants have been suspected of damaging neighbors property and not owning up to it.
9. Occupants frequently have Pit Bull dog running loose.
I would also question as to how it is verified that this hardship is actually needed for a chonically ill dependent person?
Most in the neighborhood see these occupants as troublemakers. I question if there is even anyone responsible enough at
this location to provide care for a dependent person.
As a Springfield homeowner and Lane County taxpayer we strongly encourage this application not be approved as we feel
it will bring more issues and problems to our neighborhood.
