Springfield. Oregon - Job #kp13067 As you requested, an inspection was performed on September 25, 2013; at the multi-family residence located at 1858 N 14th Street in Springfield. The purpose of the inspection was to examine damage caused by a fire in the east upstairs bedroom of the duplex. The fire occurred in the north unit of the duplex. The existing two-story wood framed-structure has 2x4 at 16" on center exterior walls with T-1-11 sheathing/siding. The roof system is 2x6 rafters at 24"on center with !!"plywood roof sheathing, felt, and asphalt shingles. The ceiling is 2x6 joists at 16" on center. The upper level floor system is 2x8 floor joists at 16" on center with 3/4"plywood decking. The wall and ceiling finishes are gypsum wallboard. See pictures 1-6 on sheets 3 thru 5 of this report to view the general vicinity and extent of damage done by the fire in the upstairs bedroom. At the time of the inspection performed on September 25, 2013 the following observations were made. Prior to the inspection the gypsum wail and ceiling finishes had been removed along with the wall and attic insulation at the entire upper level of the north unit. At the upper level, the units are separated by two parallel walls framed with 2x4 studs at 16" on center. The studs of — each wall are offset and there is a layer of W' fides sound board the fills the gap between the two walls. The wall cavities are also insulated. The roof, ceiling, and upper level floor faming is perpendicular to the interior separation wall between the two halves of the duplex. The gypsum wallboard had also been removed from the walls and ceiling of the garage, which is located below the east bedroom and the upper level bathroom. The main area of damage from the fire occurred in the east upper level bedroom. The fire charred and burnt a hole in the upper level floor decking in the east bedroom (Pictures 3 and 6). The fire also charred at least two of the 2x6 rafters above the closet of the east bedroom(Picture 4). The upper level roof sheathing has been charred in several locations (Picture 4). The T-1-11 sheathing/siding around the window in the east exterior wall has been burnt (Picture 2). A portion of the damaged T-1-11 sheathing/siding on the east gable end above the window had been removed prior to the inspection(Pictures 2 and 5). A few of the flat 2x4's of the attic gable end were burnt by the fire. The roof sheathing and barge rafter at the east gable overhang were damaged as well (Pictures 2 and 5). The window in the east exterior wall of the east bedroom had been completely removed, and the glass was broken out of the window frame in the west exterior wall of the west bedroom. The following repairs should be made to the structure. Remove and replace all charred framing members to match existing. Remove and replace the two burnt 2x6 rafters. Attach each new rafter to the existing exterior wall top plates with a Simpson HI hurricane tie, and to the existing 2x8 ridge board with a LSU26 slopeable hanger. Remove all damaged roof sheathing and replace it with new 1" APA rated plywood roof sheathing attached to all framing members with 8d nails at 6" on center edge and 12" on center field. Remove and replace the burnt 2x6 barge • rafters at the east end of the upper roof. Remove and replace the charred flat 2x4 framing of the east gable end to match existing construction. Remove and replace all burnt T-1-11 exterior sheathing/siding. Attach the new APA rated T-1-I I exterior sheathing/siding to the existing wall and gable end framing with 8d nails at 6" on center edge and 12"on center field. Remove and replace the damaged portions of the floor decking in the east bedroom. Install new 3/a" APA span rated plywood floor decking with 8d common or deformed nails at 6"on center edge and 12" on center field. At the separation wall, install new insulation to match existing and 5/8" Type-X gypsum wallboard with a minimum of 6d coated nails (I 7/8" long, 0.0915" shank, ''A"head) at 7" on center into all framing members. At the ceiling of the upper level and the garage install 5/8" Type-X gypsum wallboard perpendicular to the ceiling framing and attach with 6d coated nails (1 7/8" long minimum) or the equivalent drywall screws at 6" on center into all framing members. Replace the two damaged windows with new windows that comply with second floor egress requirements (ORSC R3I0.1), and have a U-rating of 0.35. Install new R-15 high density batt insulation in all exposed upper level 2x4 exterior wall cavities, new R-38 blown-in or batt insulation in the exposed attic space, and 6"of new rigid insulation equivalent to R-30 in the exposed floor-ceiling framing between the garage and upper level. Replace all other damaged or removed gypsum wallboard to match existing construction. All repairs to the structure are to he in compliance with the 2011 Oregon Residential Specialty Code and 2010 Oregon Energy • Efficiency Specialty Code as adopted by the City of Springfield.
