What process type will the annexation be? Will an Annexation Agreement be required? If so,what will the requirements be? An annexation agreement will likely be required primarily for clarity of responsibility for each required improvement and to ensure compliance with the Glenwood Refinement Plan. The details of the improvements will be handled during the development application process and the public improvement plan process. This will be done to provide clarity for the developer and allow both parties to move forward quickly after annexation with clear expectations. 2. Where are the public utilities to serve the project site and do they have adequate capacity to serve development on the site? If not,what is the plan and funding source for extending/upsizing the utilities? Will it be necessary to extend utilities to adjacent sites? The sewer line in Franklin Blvd is owned by MWMC and is 42" in Diameter. As part of the PIP future site development will require a new manhole and line that would be in the northern extension of Glenwood Blvd. This line is approximately 14' deep. At this time it does not appear necessary to extend that sewer connection down the full length of Glenwood Blvd. Based on nearby development the public works department believes there is a fiber optic conduit with 6 cables running along the frontage that will need to be identified and might need to be adjusted or armored for the extension of Glenwood Blvd to the north. All overhead power lines along the frontage will need to be undergrounded along Franklin, this may include fiber optic and communications line as well as electrical. 3. The Glenwood Refinement Plan outlines several new public improvement projects on and adjacent to the project site (reconstruction of Franklin Blvd, roundabout at the Franklin Blvd/Glenwood Blvd intersection with a north leg road extension through the site, and a multi-use path). Please explain the extent, timing and funding source for the planned public improvements on and adjacent to the site. If the timing is greater than a year out, how does this affect development on the project site? Date Received: 2 de/3 Planner: AL \' • • This development would be responsible for the extension of Glenwood Blvd to the north and at least a portion of the riverside drive. Also the riverfront path for its frontage along the river and stream bank restoration (might be paid into a future fund account or an improvement agreement). 4. What special setbacks apply to the site (future ROW, public utility easements, Willamette Greenway, floodway, riparian, etc)? How is the roundabout design progressing? To be answered by planning. PUE's will be maintained for the existing sewer lines and power lines that all run to and from the Pump Station located on the e i`site boundary. In some cases the actual recorded boundary of the easement may require minor adjustment to ensure they are properly aligned with the actual location of the utility service. 5. What other site constraints (building height, access locations, fire department service, etc.) have we not discussed yet? A portion of the site will be needed to handle stormwater requirements. The site will be required to drain to the Willamette and for discharge to wetlands, the runoff must be treated adequately. In addition the GRP requires stormwater to be handled on site and infiltrate at least the first 1" of rainfall without discharge. These facilities can be located in the setback areas along the river.
