SUBJECT
CITY JOURNAL NUMBER 90-02-26. Type I Site Plan requesting approval to construct a
building a restaurant and parking lot. Minimum parking requirements will be met via
a cross-parking agreement written into the lease agreement between Hillman Properties
N.W. (owner) and Shari's Management Corp. (Lessee) . The property is located on a
portion of a pad site at the northeast corner of Pioneer Parkway East and Q Street
(Assessor's Map 17-03-26-23; Tax Lot 2100) . The property is zoned Community
Commercial (CC) ; the Q Street Refinement Plan designation is Community Commercial
(Area 1) . The restaurant use is permitted in the CC District.
ACTION
PRELIMINARY SITE PLAN APPROVAL.
WHAT NEEDS TO BE DONE TO OBTAIN FINAL SITE PLAN APPROVAL?
1. A Final Site Plan drawn to scale is required within 90 days of the date of this
letter. The following information needs to be shown:
a. There appears to be a five to six foot discrepancy between the actual width
of the east-west asphalt drive area to north and the drive drawn on the plan
submitted. This should be verified and any changes noted on the Final Site
Plan.
b. A total of 40 parking spaces are needed for this development. Restaurant
parking requirements are one space for each 300 square feet of gross floor
area. Twenty six spaces were shown on the plan - other modifications of the
plan will provide even fewer spaces. A parking agreement will be required.
The parking agreement will be required prior to building occupancy.
c. The south entry needs to be moved to the north so the the north end is just
south of the catch basin. This entry can be extended to 24 feet to allow
vehicular entry. The parking immediately to the west of the new entry needs
to be redesigned (see attached revision) . A walkway will be required to
prevent vehicles from backing into the relocated entry.
d. Parking in the northeast corner (3 spaces) need to be eliminated and the
existing curb modified (see attached revision) . Additional ands aping can
be placed here. (�,

e. A "do not enter" sign needs to be placed as shown on the attached revision.
f. Street trees in the strip on the east property line need to be located at 30
feet on center.
g. An irrigation plan-is required for the landscaping shown. This can be made a
condition of the Development Agreement but will still be required prior to
the issuance- of a building permit.
2. A Development Agreement will need to be signed. This document will be prepared
by staff upon approval of the Final Site Plan.
APPEAL
If you wish to appeal this Type I Site Plan Review decision, you must do so within 10
days of the date of this letter. Your appeal must be in accordance Springfield
Development Code, Article 15, APPEALS.
