McKenzie Christian School approached the city about the process for gaining approval to locate a small Christian School
(current enrollment of 19 students, hoping for 40 students at opening) at the Thurston Christian Church. The
Development Code requires a discretionary use permit for school uses in residential neighborhoods. The discretionary
use permit, with related fees amounted to just over$4,404.40. Staff prepared a preliminary report that included
preliminary estimates for systems development charges that amounted to more than $19,000. Fire and Life Safety and
Building Inspectors evaluated the wing of the church where the school was to be housed and found that to meet current
code, an investment of about $50,000 was needed.
The applicants had no idea that the fees accompanying their move to an existing church building would be so costly and
were devastated. Staff time invested in processing the application was minimal compared to completing the full staff
reports and following through with the Planning Commission hearing. Jim Donovan, after conferring with the applicants
has requested that the initial application fees be refunded.
