attachment "A") on March 15, 2013 addressed to (see Attachment "B"), by

SPRINGFIELD PLANNING COMMISSION
CASE NUMBER: TYP413-00002
APPLICANT: Russ Conklin—McKenzie River Christian School
NATURE OF THE APPLICATION: The Planning Commission will hold a public hearing in the matter of a
request by the applicant to operate a school at the Thurston Christian Church.This type of use requires a
discretionary use hearing to allow public comment on the request.
SUBJECT PROPERTY LOCATION: Thurston Christian Church 6680 Thurston Rd.,Springfield.
Assessor's Map Number 17-02-34-11-TL 02300
APPLICABLE CRITERIA: The Planning Commission will use the following criteria to guide their
consideration of the proposed use: (1)The proposed use conforms with applicable:(a) Provisions of the Metro
Plan; (b) Refinement plans; (c) Plan District standards; (d) Conceptual Development Plans or, (e) Special use
standards in this Code; (2) The site under consideration is suitable for the proposed use,considering: (a) The
location, size,design and operating characteristics of the use(operating characteristics include but are not
limited to parking, traffic,noise,vibration, emissions, light,glare,odor,dust,visibility,safety, and aesthetic
considerations, where applicable); (b) Adequate and safe circulation exists for vehicular access to and from the
proposed site, and on-site circulation and emergency response as well as pedestrian, bicycle and transit
circulation; (c) The natural and physical features of the site, including but not limited to,riparian areas,
regulated wetlands, natural stormwater management/drainage areas and wooded areas shall be adequately
considered in the project design; and (d) Adequate public facilities and services are available, including but not
limited to, utilities,streets,storm drainage facilities,sanitary sewer and other public infrastructure. (3) Any
adverse effects of the proposed use on adjacent properties and on the public can be mitigated through the: (a)
Application of other Code standards,for example buffering from less intensive uses, increased setbacks, etc,; (b)
Site Plan Review conditions of approval, where applicable;(c)Other conditions of approval that may be
required by the Approval Authority;and/or(d) A proposal by the applicant that meets or exceeds the cited
Code standards and/or conditions of approval. (Springfield Development Code 5.9-120)
DATE,TIME,PLACE AND LOCATION OF THE HEARING: April 16,2013 at 7:00 p.m. at 225 Fifth
Street in the Springfield City Hall Council Chambers
ADDITIONAL INFORMATION: The application,all documents and evidence submitted by or on behalf of
the applicant and the application criteria are available for inspection at City Hall at no cost and will be provided
at a reasonable cost. Seven days prior to the hearing a copy of the staff report will be similarly available.

Official c/o DPW,225 Fifth Street, Springfield, Oregon 97477,or attend the meeting and state your views. The
hearing will be conducted in accordance with the provisions of the Springfield Development Code found in
Section 5.2-100.
FAILURE TO RAISE ISSUE: Failure of an issue to be raised in at the hearing, in person or by letter,or
failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the
issue precludes appeal to the Land Use Board of Appeals on that issue.
