So that each question may be fully evaluated, the list is limited to five questions. However, applicants are encouraged to address as many as possible given that the level of information that will be derived from the meeting is commensurate with the level of detail provided in the application. Applicants are also encouraged to include additional information on the plan as listed in the Springfield Development Code (SDC) 5.7, Annexations. Commercial properties adjoin the site to the west and east; Willamette River adjoins the site to the north and Franklin Boulevard (aka Highway 126 or McKenzie Highway) adjoins the site to the south. The site is within the recently created Glenwood Refinement Plan boundaries, but not currently annexed to the city. A student housing development is being considered for the site. This Development Issues Meeting is requested to initiate the annexation into the City of Springfield, to better understand the land use code and refinement plan criteria that will apply to the site, what entitlements are required and timeframes for the entitlement processes. In addition to the questions specifically asked, please bring to our attention any other items you feel are relevant to the project or site. Questions 1. What process type will the annexation be? Will an Annexation Agreement be required? If so,what will the requirements be? 2. Where are the public utilities to serve the project site and do they have adequate capacity to serve development on the site? If not, what is the plan and funding source for extending/upsizing the utilities? Will it be necessary to extend utilities to adjacent sites? 3. The Glenwood Refinement Plan outlines several new public improvement projects on and adjacent to the project site (reconstruction of Franklin Boulevard, roundabout at the Franklin Boulevard/Glenwood Boulevard intersection with a north leg road extension through the site, and a multi-use path). Please explain the extent, timing and the funding source for the planned public improvements on and adjacent to the site. If the timing is greater than a year out, how does this affect development on the project site? 4. What special setbacks apply to the site (future right-of-way, public utility easements, Willamette Greenway, floodway, riparian, etc.)? How is the roundabout design progressing?
