Revised 1/1/08 Molly4larkarian 1 of 3 Original Submittal • • Development Issues Meeting Process The purpose of a Development Issues Meeting is to give an applicant the opportunity to discuss his/her development proposal with the development review staff of the City. The discussion can be general or specific, depending on the details provided with the application. A Development Issues Meeting provides information to an applicant related to the current development conditions and standards of the City. The Development Issues Meeting is not a land use decision and does not confer any development rights, establish any conditions, or bind the applicant or the City to any course of action. The meeting conveys the status of known development opportunities and constraints. The status may change over time as development conditions or standards change. 1. Applicant Submits a Development Issues Meeting Application • The application must conform to the Development Issues Meeting Submittal Requirements Checklist on page 3 of this application packet. • Development issues meetings are conducted every Thursday. • We strive to conduct the development issues meetings within three to four weeks of receiving the application. • The applicant's proposal is circulated to the relevant staff in preparation for the meeting. 2. Applicant and the City Conduct the Development Issues Meeting • The applicant and any design team should attend the development issues meeting. • The meeting is scheduled for one hour. • Staff attending the meeting will be prepared to discuss the issues raised in the submittal by the applicant. Other issues raised during the meeting may also be discussed. • The meeting is informal and the City will issue no staff report. WWW.Cameronmecarthy.com McCARTHY r 541 44357385 • r 541.485 7389 Memorandum To: City of Springfield Development Services Department 225 Fifth Street Springfield, OR 97477 From: Colin McArthur, AICP Date: August 22, 2013 Subject: Willamalane Park& Recreation District Willamalane Sports Fields Phase Three Development Issues Meeting Statement PROJECT DESCRIPTION The proposed third phase of the Willamalane Center Sports Park will complete the 18-plus acre outdoor development by adding approximately 14.5 acres of improvements. The major components of the proposed project include: the installation of two new multiuse synthetic turf fields to accommodate soccer, softball, and little league baseball; and,turf replacement on Field #1, installed in 2003,to accommodate soccer and football. Development as conceptually planned will also involve the following amenities: sports lighting for the new fields, an expanded 85-space parking lot, a secure play area, a full-size basketball court, a plaza and picnic shelter, restrooms and maintenance building, a shade shelter, a second trash ' collection facility, irrigated lawn and landscaping, a crushed walk perimeter pathway, and paved pedestrian circulation. These improvements will require infrastructure to accommodate underground utilities for power, water, storm, sanitary, and fiber. In addition to the components described above, drinking fountains, site furnishings, goal posts,fencing, backstops, bleachers, and concession hookups will be provided subject to final design approval. Phase One of the Sports Park was completed in 2003 with the construction of a synthetic turf field, parking, play area, and restroom facility. Phase Two, completed in 2005, included a second synthetic turf field, parking area, sports field lighting, and a covered trash storage structure. This final phase is the culmination of a Joint Agreement for Development of Springfield Community Park between the District, Emerald KIDSPORTS, Broad Base Programs, Arlie & Company, and the City of Springfield, executed in 2002. The successful passage of Measure 20-199 in November 2012 dedicated funding for the completion of Phase Three. Previous work by Springfield City staff to approve full build-out of the Sports Park includes land use approvals and the issuance of development permits beginning in 2002 and extending through 2011. Most notable are prior-approved site plans and modifications (DRC2005-00081; DRC 2004- 00031; DRC2002-09319; TYP111-00012), Discretionary Use approval (ZON2003-00016), a Drinking Water Protection Overlay designation (DRC2003-00026), and issuance of multiple LDAPs (SHR2003- 00219; LDP2005-00022). Willamalane Parks&Recreation District Willamalane Sports Fields Phase Three Development Issues Meeting August 22,2013 LOCATION The project site is adjacent to the intersection of Main Street and South 32"d Street. Proposed development will occur on Tax Lot 503 of Assessor's Map 17-02-31-00, which abuts South 32nd Street to the south of the existing building. This Tax Lot is a result of a Land Partition of Tax Lot 500; it is Parcel 3 of Land Partition Plat Number 2002-P1597. Springfield zoning classifies the site as Public Land & Open Space R-1 (PLO), consistent with the underlying Metro Plan designation of Parks & Open Space (POS). DEVELOPMENT ISSUES MEETING QUESTIONS 1. Land Use Approach. Please confirm that City approval of a request for a Modification to the prior-approved Site Plan Review application (DRC2002-09319) and subsequent Site Plan Modifications (DRC2004-00031; DRC2005-00081; TYP111-00012) is required and is the appropriate mechanism to initiate Willamalane's Phase Three vision for redevelopment of its property. Additionally, will the Modification request be considered a Type 1 Minor Modification or a Type 2 Major Modification based on the information provided in the project description and Conceptual Site Plan (Exhibit A)? 2. Greenway Easement. Exhibit A shows a 75-foot Greenway easement on the southwest corner of the site. Please confirm that a Greenway easement does in fact exist on the subject parcel. As conceptually discussed, the Applicant's proposal to address the requirements of the easement is to retain the easement while adjusting the location of the easement to encompass areas of the southern portion of the site designated for passive recreation (i.e., not within the synthetic turf fields). We expect this process will involve vacating the existing easement and recording a new easement in its place. Please confirm this is an acceptable approach. 3. Traffic Impact Analysis. Traffic Impact Analysis was performed as part of the construction of the Willamalane Center in 2002. A report prepared by JRH Transportation Engineering was included in the original Discretionary Use/Site Plan Review application materials. The report analyzed full build-out of the sports complex. A summary of the transportation impacts is 'included in Finding#36 (ZON2003-00016). Planned improvements to South 32"d Street and Main Street have been implemented. Please confirm that additional Traffic Impact Analysis will not be required for Phase III. 4. Parking. A Parking Study, prepared by Balzhiser Hubbard Engineers in 2003, was included in the original Discretionary Use/Site Plan Review application materials. The parking study found that 77 parking spaces were needed for Phase I and a total of 144 parking spaces were needed at total build out (Phases II and Ill). Staff concurred that "the build out of a total of 144 spaces meets estimated future requirements for the site" in Finding#41 (ZON2003-00016). A total of 112 parking spaces have been constructed as part of Phases 1 and II. Phase III proposes 85 new parking spaces for a total of 197 parking spaces. Please confirm that 144 parking spaces are the minimum number required at full build-out.
