access and mobility, and immediate and adjoining street systems. A TIS must also

objectives.

dedications or other right-of-ways within or adjacent to the proposed land division.
Proposed streets should also include approximate radius of curves and grades and

Conceptual Development Plan, or Conceptual Local Street Map.

WRITTEN STATEMENT
FOR THE TENTATIVE PARTITION APPLICATION
This application is a proposal to partition the property at 4910 D Street (Map 17-02-33-
23, Tax Lot 4500) into three parcels. Currently, the site is developed with a single-family house
that will remain on Parcel 1. Parcels 2 and 3 will have access via 49th Street. In conformance
with the Low Density Residential classification of the site and surrounding properties, Parcels 2
and 3 will eventually be developed with single-family residences. It is not necessary to dedicate
any land to the city.
The existing gravel driveway serving Parcel 1 will be paved. Since the layout and
location of the future houses on Parcels 2 and 3 are not known, no trees will be removed or
earthwork performed within the buildable areas at this time. Driveway curb cuts already exist to
serve Parcel 3. At the time of development, the curb cuts serving Parcel 2 will be brought up to
code and the driveways shall be paved.
The lot is at the northeast corner of 49th St. and D St. Both streets are developed and are a
suitable width for added development. Springfield gravity main wastewater pipes run down both
D and 49th Streets, with the tax lot already being set up with two service lines. Seven foot Public
Utility Easements will be dedicated along both street frontages. A 25' Vision Clearance
Easement will be dedicated at the southwest corner of Parcel 1. If at the time of development an
easement is needed at the sanitary sewer connection between Parcels 1 and 2, an easement will
be granted.
A Right-of-Way Approach Permit Application is not needed as the property has no
frontage on an Oregon Department of Transportation Facility. A Traffic Impact Study is also not
included, as the partition will create only two additional lots in an already developed
neighborhood, and additional traffic will be negligible.
There are no watercourses or riparian setbacks in or near the property. No areas of the
property are dedicated or reserved for public use as the road is of suitable width to accommodate
needed public use.
Since the partition does not involve large lots/parcels or phasing, a Future Development
Plan is unnecessary.
A full Stormwater Management Plan is not included with this application as the two new
parcels are currently undeveloped. More detailed stonnwater management practices will be
addressed during building permit applications as the lots are developed.
A tree felling permit will be applied for prior to removal of 5 or more trees.
This project does not require any additional planning applications.

The tide insurance charges for this order are disclosed in Schedule A of the Preliminary
Title Report. In some circumstances, a reduced charge will apply. When it appears to us
that a transaction qualifies for a reduced charge, it is our policy in Oregon to identify the
reduced charge on Schedule A of the report. The reduction usually is computed as a
percentage of the Company's basic rate. If a reduced charge appears on Schedule A, it is
one of the following:
Reissue Rate: A discount of 25% of the basic rate applies when there has been
title insurance on the property within the previous three years.
Builder-Developer Rate: A discount of 35% of the basic rate may apply when a
party to the transaction is a builder or developer and the property is
residential.
Contract Fulfillment Rate: A discount of up to 50% of the basic rate may apply
to an owners policy issued upon fulfillment of a previously insured land sale
contract.
Leasehold to Owner's Conversion Rate: A previously insured lessee who
exercises an option to purchase in the lease may obtain title insurance for the
purchase with a 50% credit from the previous policy.
Post-Construction Permanent Loan Rate,, A discount of up to 75% of the basic
rate may apply to a loan policy for a permanent mortgage when it refinances a
previously insured construction loan.
Reorganization Rate; A discount of up to 65% of the basic rate may apply for
tide insurance to a business entity that is affiliated with a previously insured
business entity.
Corporate Employee Transfer Rate: When a corporation transfers an employee
from one area to another and the employee's corporation or one rendering
employee transfer services acquires the employee's property with title
insurance, a discount of up to 50% applies to the resale.
Simultaneous Issue Rate: A special rate may apply when two or more policies
are issued simultaneously, such as a loan policy with an owners policy or two
loan policies.
