A copy of the fee schedule is available at the Development Services Department. Any applicable application, technology, and postage fees are collected at the pre-submittal and submittal stages. ® Minimum Development Standards Minor Application Form ® Copy of the Deed ® State or Federal Permits Required - The applicant must demonstrate that an application has been submitted for any required federal or state permit and provide a copy of the application upon request. ® Narrative explaining the purpose of the proposed development, the existing use of the property, and any additional information that may have a bearing in determining the action to be taken. The narrative should also explain justification for any proposed MDS exceptions and should also include other activities proposed on the property such as tree removal, grading, fill or excavation. Project No. 13-163 The purpose of the proposed development is to renovate an existing retail building on Main Street and move the client's retail business into the building. The property is currently vacant.The total area of the property is 19,008 square feet, and the existing building is 2,40o square feet. Several improvements are planned for the property to make it suitable for use and up to code. The lot is currently paved along Main Street, therefore a 5-foot wide landscaped planter strip along the street is not feasible. Per the exceptions under part A of Section 5.15-120 of the Springfield Development Code, an equivalent amount of landscaping as required will be placed at the property corners and be visible from the street, as noted on the plan. The landscaped areas will be greater than 600 square feet. The landscape plants will be determined by the landscape installer. The proposed use of the property will generate little waste and require no outdoor storage areas, or outdoor trash receptacle. Any waste that is generated will be disposed of in a smaller trash receptacle,stored indoors, and wheeled to the curb weekly. The parking area is being improved to add both vehicle and bicycle parking.A bike rack for 3 bikes will be added. The existing parking lot was built before Main Street was widened, and no longer provides adequate parking. In addition to the portion of the property along Main Street that is currently paved, the area east of the building will also be paved for vehicle parking. The location of the bike rack and the parking spaces are noted on the plan. Minor amounts of fill will be added by the paving contractor to obtain the desired direction of runoff. Water runoff from the parking lot will flow into a stormwater swale and drain to the southeast corner of the lot. A weephole will be constructed to discharge the runoff into the stormwater collection system on Main Street.The paved parking area will total 4,495 square feet and provide parking for at least 8 vehicles and 3 bikes. Adequate street lighting exists and is noted on the plan. Access to Main Street and existing concrete sidewalks are noted on the plan. An ODOT access permit has been applied for regarding the two existing driveways.
