WRITTEN STATEMENT
FOR THE TENTATIVE PARTITION APPLICATION
This application is a proposal to partition the property at 4910 D Street (Map 17-02-33-
23, Tax Lot 4500) into three parcels. Currently,the site is developed with a single-family house
that will remain on Parcel 1. Parcels 2 and 3 will have access via 49th Street. In conformance
with the Low Density Residential classification of the site and surrounding properties, Parcels 2
and 3 will eventually be developed with single-family residences. It is not necessary to dedicate
any land to the city.
Since the layout and location of the future houses on Parcels 2 and 3 are not known, no
trees will be removed or earthwork performed within the buildable areas at this time. Driveway
curb cuts already exist to serve Parcels 2 and 3.
The lot is at the northeast corner of 49th St. and D St. Both streets are developed and are a
suitable width for added development. Springfield gravity main wastewater pipes run down both
D and 49th Streets,with the tax lot already being set up with two service lines. No easements are
anticipated.
A Right-of-Way Approach Permit Application is not needed as the property has no
frontage on an Oregon Department of Transportation Facility. A Traffic Impact Study is also not
included, as the partition will create only two additional lots in an already developed
neighborhood, and additional traffic will be negligible.
There are no watercourses or riparian setbacks in or near the property.No areas of the
property are dedicated or reserved for public use as the road is of suitable width to accommodate
needed public use.
Since the partition does not involve large lots/parcels or phasing, a Future Development
Plan is unnecessary.
A full Stormwater Management Plan is not included with this application as the two new
parcels are currently undeveloped. In general, weep-hole drains that drain to 49th Street are
recommended. More detailed stormwater management practices will be addressed as the lots are
developed during building permit applications.
This project does not require any additional planning applications.

Interim Design Standards/Water Quality(EDSPM Chapter 3)

filtration media)for stonnwater quality. Additionally,a minimum of 50%of the NBR impervious surface shall be
treated by vegetated methods.
